Growth, permits and inspections for a new Leesburg roof
The 2020 Census counted 27,000 people in Leesburg, and the Census Bureau's 2020 to 2024 survey estimate averages 30,807. Even so, the 13.4 percent of homes built in 2010 or later is a small slice beside the 68 percent built before 2000, so most new roofs in town rise next to houses from the 1980s and 1990s.
Inside the city, the City of Leesburg Building Department issues building permits, and new subdivisions on unincorporated land go to the Lake County Office of Building Services. Whichever office it is, the code fixes the order: framing, then a sheathing inspection that can double as the dry-in check, then wall coverings and soffits, then the roofing inspection of dry-in, insulation, coverings and flashing, and last the final.

A new Leesburg roof, from sheathing nails to tile weight
The deck goes down with ring-shank nails. The residential code names RSRS-03 nails, 2 1/2 inches by 0.131 inch, and allows thinner RSRS-01 or RSRS-04 nails on sheathing 15/32 inch or less. Spacing starts at 6 inches along panel edges and in the field, then tightens to 4 or 3 inches within 4 feet of edges, ridges and hips as design wind speed and exposure rise. That speed comes from the ASCE 7-22 hazard tool for the exact address.
Tile is allowed when it is installed to the maker's instructions or to the FRSA/TRI Florida High Wind Concrete and Clay Roof Tile Installation Manual, Seventh Edition, and only over solid sheathing unless the system was tested otherwise. Weight belongs in the framing plan: one tile maker lists its Florida field tile at about 770 to 970 pounds per 100 square feet installed.
Buyers have a one-year backstop. Fla. Stat. 553.837, in force since July 1, 2025, holds the builder responsible for defects in equipment, materials or workmanship that leave the home in material violation of the building code, with the year running from closing or first occupancy, whichever comes first. Ordinary wear, settling and natural disasters fall outside it.

Can a builder install the roof on a new Leesburg home without a roofing contractor?
Only for shingles. Fla. Stat. 489.113(3) makes a general, building or residential contractor subcontract roofing unless it holds a roofing certificate or registration, with one carve-out: it may install asphalt or fiberglass shingles, or wood shingles and shakes, on a new building of its own construction. A roofing contractor has to put on any tile, metal or membrane roof. The rule covers every new home in Leesburg, including the subdivisions planned along County Road 470.

Does a new Leesburg roof need a sealed roof deck?
The code requires one of three dry-in methods under shingles or metal: a self-adhered membrane over the whole deck, a membrane strip or tape over every deck joint with underlayment on top, or two layers of felt-type underlayment. All three also qualify as a sealed roof deck on the state wind mitigation form, so a new house can answer that insurer question from day one. For city addresses, the City of Leesburg Building Department checks the dry-in during its inspections.

What product approval does a new roof in Leesburg need?
Roofing is one of the product groups that must carry Florida statewide approval under Fla. Stat. 553.842, and a product may not be marketed as hurricane or windstorm protection unless it is approved. Anyone can check an approval on the Florida Building Commission's search by its FL number, maker or code version. Ask for those numbers before materials are ordered. For city addresses, the permit and inspections run through the City of Leesburg Building Department.
