A new house in Eustis is likely to have neighbors from the 1980s; the median home in town was built in 1986. The City of Eustis Building Department reviews the plans, issues the permit and runs the inspections, and the code lists them in order: foundation, framing, sheathing (often done with the dry-in), exterior wall coverings and soffits, roofing, and final.

Owners can take on the role themselves. Florida's owner-builder exemption lets an owner who personally supervises the work improve a one- or two-family home for his or her own use, and Fla. Stat. 553.791 lets an owner choose a private provider for plan review or inspections instead of the city's inspectors.

For dry-in, FBC-Residential R905.1.1.1 gives three options for shingle and metal roofs: self-adhered membrane over the whole deck, a membrane strip over every deck joint plus underlayment, or two layers of felt-type underlayment fastened with cap nails. Drip edge goes at eaves and gables, nailed 12 inches on center, or 4 inches where wind speed or roof height requires it. Soffits must resist the same wind loads as walls, a 2007 code change.

For buyers, Fla. Stat. 553.837 has applied since July 1, 2025: the builder must warrant a new home for one year against defects in equipment, materials or workmanship that cause a material violation of the code. Wear and tear, settling, harm the owner caused, and acts of God such as a hurricane all sit outside that one-year duty.

What inspections does a new roof in Eustis go through?

Two that focus on the roof, inside a longer list. After framing, the sheathing inspection checks the roof and wall sheathing, the fasteners and the dry-in; it can happen with the dry-in or separately. Later, the roofing inspection covers dry-in, insulation, roof coverings and flashing, before the final. For property in the city, the City of Eustis Building Department does those inspections unless the owner has chosen a private provider, which Fla. Stat. 553.791 allows for plan review and inspections alike.

Who answers for a code defect in a new Eustis home's roof?

The builder, for the first year. Since July 1, 2025, Fla. Stat. 553.837 requires a builder to warrant a newly built home for one year against defects in equipment, material or workmanship, including a subcontractor's, that result in a material violation of the Florida Building Code. The year runs from the transfer of title to the first owner or from first occupancy, whichever comes first, and it excludes wear and tear and acts of God. New homes are a small share of Eustis housing, with 9.4% built since 2010.

Can I act as my own contractor on a house in Eustis?

Florida allows it within limits: an owner acting as his or her own contractor, and personally supervising the work, may improve a one- or two-family residence for the owner's own use. The permit still comes from the City of Eustis Building Department, and the house still has to pass every code inspection in order, including the sheathing inspection at dry-in and the roofing inspection that covers insulation, coverings and flashing.
