Roof replacement in Coleman, FL

Coleman's median home was built in 1974, so a re-roof here starts on a deck that has carried roofs for about five decades. Before anything new goes down, Florida's code decides whether every old layer must come off, what the deck needs, and, in some places, whether the roof-to-wall connections get looked at too.

Tear-off rules for a 1974 Coleman house

The Florida Residential Code requires removing every existing layer before a new covering when the roof is water-soaked or too deteriorated to serve as a base, when the old covering is wood shake, slate, clay, cement or asbestos-cement tile, when there are already two or more layers of any covering, or when blisters have not been cut open and secured (R908.3).

Sumter County lists a Re-Roof / Roof-Over permit type, but the 2023 residential code marks its re-cover sections Reserved, and whether the county accepts a shingle overlay is a question for the county.

Once the deck is bare, the code's re-nailing table takes over: staples or 6d nails get supplemental ring-shank nails no more than 6 inches apart, and a secondary water barrier goes over the deck before the new roof (R908.7). Florida's upgrade law behind those rules, section 553.844(3), was written for site-built single-family homes; with mobile homes at 32 percent of Coleman's housing units, the home type sets the scope.

Roof-to-wall connections and the Coleman permit

The same law adds roof-to-wall connection work only in the wind-borne debris region and only above a set home value. Away from the coast, that region begins where the ultimate design wind speed reaches 140 mph; Sumter County states a design speed of 135 mph, so ask Sumter County Building Services whether the requirement reaches your address. Where it does apply, the statute caps the work at 15 percent of the cost of the re-roof, and on hip-and-gable houses it usually starts with the gable ends.

Sumter County Building Services has issued permits for Coleman and the county's other four cities since April 1, 2025. A reroof needs no plan review, but it gets two inspections: sheathing with the dry-in, and the finished roof.

Will my 1974 Coleman house need roof-to-wall straps with a new roof?

Only in limited cases by code, but the wind form still grades them. Section 553.844 requires improved roof-to-wall connections at a re-roof only in the wind-borne debris region and above a set home value, and even then only if the gable ends or corners can be done within 15 percent of the re-roof cost. Inland, that region starts at a 140 mph design wind; Sumter County states 135 mph, so confirm with the county. The state wind mitigation form ranks connections from toenails up through clips, single wraps and double wraps, so stronger ones can still matter to an insurer.

How many roofs can be on a Coleman house before a tear-off is required?

Two is the limit that forces it. When a roof already has two or more applications of any covering, the Florida Residential Code requires removing all of them before a new roof goes on (R908.3). A single existing layer can still force a tear-off if it is water-soaked, deteriorated, blistered or made of tile, slate or shake. On houses as old as Coleman's 1974 median, counting the layers at the roof edge is a sensible first step.

What permit do I need to re-roof in Coleman?

A Re-Roof / Roof-Over permit from Sumter County Building Services, which has handled building services for Coleman since April 1, 2025. The permit card carries a warning that failing to record a Notice of Commencement can mean paying twice for the work, and the notice must be recorded and posted before the first inspection. A permit also lapses if work does not start within 6 months of issue.
