Owner-builders and new homes in Coleman
Florida's owner-builder exemption lets an owner who personally supervises the work improve a one- or two-family residence for their own use (section 489.103(7)). Roofing done for pay on someone else's house is a roofing contractor's work, and Florida law makes a general, building or residential contractor subcontract it unless it holds a roofing certificate or registration, except for shingles on a new building of its own construction (section 489.113(3)).
Sumter County Building Services permits and inspects new homes in Coleman, as it has for all five county cities since April 1, 2025. With the town's median home dating to 1974, a new house is inspected under rules written long after its neighbors went up: framing, then sheathing and dry-in, then roofing.

Code details for a new Coleman roof
The 2023 Florida Building Code, Eighth Edition, has governed since December 31, 2023; permit applications submitted on or after December 31, 2026 fall under the Ninth Edition. Shingle roofs need drip edge at eaves and gables, fastened no more than 12 inches apart and 4 inches apart where the allowable-stress design wind reaches 110 mph or the mean roof height tops 33 feet.
Gutters with downspouts are required where eaves project less than 6 inches, and NOAA Atlas 14 gives Coleman a 10-year, five-minute rain rate of 9.49 inches an hour, so plan the gutters with the roof.
After the sale, the builder carries a duty too. Section 553.837 requires a builder to warrant a new home for 1 year from the first transfer of title or occupancy, whichever comes first, against defects in equipment, material or workmanship that cause a material violation of the code; it excludes normal wear and tear, settling, owner-caused defects and acts of God such as a natural disaster.

Can I build my own house in Coleman and roof it myself?

What does Florida's new-home warranty law cover on a Coleman house?

When does the next Florida Building Code edition apply in Coleman?
To permit applications and plans submitted on or after December 31, 2026, which must comply with the Ninth Edition. Before then, Sumter County Building Services, which permits Coleman projects, enforces the 2023 Eighth Edition. For a new house, the date the application is filed decides which edition the roof, sheathing and dry-in are built to.
