City of Lakeland Building Inspection issues roof permits. Its Permit Requirements page says anyone who installs or replaces roof coverings must apply to the building official first. You can confirm current forms and fees with that office.
Lakeland sits outside the High-Velocity Hurricane Zone, which covers only Broward and Miami-Dade counties. You will not see the HVHZ uniform roofing permit application here. Lakeland roofs are designed under the regular wind provisions of Chapter 16 of the Florida Building Code.
The 2023 code took effect December 31, 2023. The Ninth Edition starts December 31, 2026, and any permit application filed on or after that date must meet it. A bid that depends on a late filing date is worth questioning.

- Ask for the roof slope and drainage plan in writing, including overflow.

What is the 25% roof rule in Florida?
No more than 25 percent of a roof or roof section can be repaired, replaced or recovered in any 12-month period, unless the whole roof or section is replaced. If the existing roof was built or replaced under the 2007 Florida Building Code or later, only the repaired part must meet current code.
