Permit, inspections and what the code requires
In Lakeland, roof permits come from the City of Lakeland Building Inspection office. The city's permit page says anyone replacing roof coverings must apply before starting the work. Your roofing contractor should pull the permit, and you should ask to see it.
The code that governs your roof is statewide. The 2023 Florida Building Code took effect December 31, 2023, and the next edition applies to applications filed on or after December 31, 2026. A permit filed near that date follows whichever edition is in force when it is submitted.
If the permit card warns you about a Notice of Commencement, do it. Record the notice and post a copy at your Lakeland address ahead of the first inspection. Skipping it can mean paying twice for the work.
A permit also has clocks. It goes invalid if work does not start within 6 months, or if work stops for 6 months. Work counts as active when an approved inspection has happened within 180 days.
25% rule
The 25% rule and historic district reroofs
The code says no more than 25 percent of a roof or roof section may be repaired, replaced or recovered in any 12-month period. Go past that and the whole roof section must be redone. There is an exception: if the existing roof was built or replaced to the 2007 code or later, only the part you touch must meet current code.
Lakeland has seven local historic districts. The city treats roofing replacement as a minor project that staff can review and approve. Design review applies only to exterior structural changes.

The Florida Building Code requires the permit card to carry a warning about it. Under Florida Statute 713.135, the Lakeland permit office asks for a copy before the first inspection when the contract is above a set amount. Can a general contractor replace my shingle roof in Lakeland?
Generally not. Florida Statute 489.113(3) says a general, building or residential contractor must subcontract roofing work unless it holds a roofing certificate or registration. The exception is asphalt or fiberglass shingles on a new building of that contractor's own construction. A replacement on a Lakeland home built in 1983 does not fit that exception, because the building is not new. Confirm who actually does the roofing work before you sign.
