Which code edition applies to a new Lakeland permit
Lakeland permits filed today fall under the Eighth Edition, the 2023 Florida Building Code that began on December 31, 2023. The Ninth Edition becomes effective December 31, 2026. Any application or plans submitted on or after that date must meet the new edition. Submission date decides it, so ask Lakeland's building office which edition your application will face.
Lakeland added an estimated 12,916 people between the 2020 Census base and July 2025, by our arithmetic, a rise of 11.5 percent. Polk County led the state in numeric growth over the same stretch. More builders in line means plan review and inspections can book up, so apply early.
Florida also requires roofing products to carry statewide product approval. A product may not be sold as hurricane or windstorm protection unless it is approved. Ask your builder for the approval number on every roof component, and look it up through the Florida Building Commission search.

Deck, underlayment and drip edge on a new roof
Roof sheathing on a new home must be nailed with ring shank nails. The residential code names 2 1/2-inch by 0.131-inch nails with a 0.281 head for most decks. A smaller ring shank nail is allowed where the sheathing is 15/32 inch or thinner.
For shingle and metal roofs, the code allows three dry-in methods. One covers the whole deck with self-adhering membrane. Another tapes every deck joint with a strip at least 3 3/4 inches wide, then adds underlayment over the whole roof. The third uses two layers of felt-type underlayment, nailed 12 inches apart in the field and 6 inches apart at laps.
Drip edge goes over the underlayment at eaves and gables. Fasteners can sit 12 inches apart, but the spacing tightens to 4 inches where design wind speed is 110 mph or more or the roof stands above 33 feet. Tile follows the manufacturer's instructions or the Florida high wind tile manual, and goes only over solid sheathing.

Inspections run in a set order: foundation, framing, sheathing, exterior wall coverings, roofing, then final. The sheathing check can be part of a dry-in inspection or done separately. The roofing check covers dry-in, insulation, roof coverings and flashing. Your roofer cannot cover the deck until sheathing passes.
Permit clocks run during the build. A permit becomes invalid if work does not start within 6 months, or stops for 6 months. Work counts as active when an approved inspection lands within 180 days. If framing stalls, the roof permit can lapse.
A builder may install asphalt shingles itself only on a new building of its own construction. Tile, metal and membrane go to a roofing contractor who holds the state's roofing certificate or registration, so ask to see it. Also record and post the Notice of Commencement before the first inspection, or you may end up paying twice for the work.

Does the builder warranty on a new Lakeland home cover the roof?
It can, but only for code violations. Since July 1, 2025, Florida law has required a builder to warrant a new home for 1 year against defects in equipment, material or workmanship that cause a material violation of the Florida Building Code. The year runs from the title transfer or first occupancy, whichever comes first. Normal wear and tear, owner-caused damage and natural disasters are excluded. Lakeland's wind history matters here: Hurricane Milton put 8.93 inches of rain on the airport in one day, and storm damage falls under the natural disaster exclusion. Read your contract and ask the builder in writing what it covers.

Do I need gutters on a new home in Lakeland?
Often yes. The residential code requires gutters with downspouts on buildings whose eaves project less than 6 inches, except at gable end rakes or on a roof above another roof. Downspouts must discharge at least 1 foot from the sidewall, by piping, tail extensions or splash blocks. Wider eaves are exempt, so check your plans. Lakeland has 38 named lakes, from 2.5-acre Lake Blanton to 2,272-acre Lake Parker, so a lot near the water makes it worth planning where that downspout water will go.

Can I use a private inspector for my new roof?
Yes, in many cases. Under Florida Statute 553.791, the fee owner, or the owner's contractor with written authorization, may choose a private provider for plans review or code inspections at any time. Florida defines that provider as a building code administrator, engineer or architect who holds a state license. Lakeland had an estimated 54,896 housing units in the 2024 survey, and a busy city office may be slower than a private provider. Confirm with Lakeland's building office how it accepts private provider reports before you hire one.

Where do I get a roof permit in Lakeland?
Go to the City of Lakeland Building Inspection office, part of Community and Economic Development. Its code language says anyone installing or replacing coverings must first make application to the building official. For a new house the roof is usually part of the main building permit, but confirm with the office. With about 50,869 housing units counted in 2020, the office handles a large volume.
