Boca Raton's big buildings and the rules over their roofs

For a condominium of three or more habitable stories, Fla. Stat. 718.112(2)(g) sets a 10-year cycle of structural integrity reserve studies, and the roof heads the list of items each study covers. The study works from a visual inspection and estimates each item's remaining useful life, which is where a board's roof budget begins.

The county line matters here too. Next door in Deerfield Beach, inside Broward's High-Velocity Hurricane Zone, loose-laid ballasted roofs are not allowed at all (FBC-B 1515.1.5), and inspectors check a membrane roof during application, before its attachment is covered (FBC-B 1512.4). Boca Raton follows Chapter 15's standard sections: Chapter 16 wind loads for decks and coverings (FBC-B 1504.1) and tested metal edges on membrane roofs (FBC-B 1504.5).

Florida sizes storm drainage on the 100-year hourly rainfall rate from the code's map or approved local data (FBC-P 1106.1), and NOAA Atlas 14 gives 5.38 inches an hour at the center of Boca Raton. A roof counts as positively drained when it clears within 48 hours of rain, and where a parapet can trap water, secondary overflow drains or scuppers are required (FBC-B 1503.4.1).

Metal is the other low-slope route. Standing-seam panel systems may go as low as one-quarter inch per foot (FBC-B 1507.4.2) and are tested under UL 580, ASTM E1592 or TAS 125. A complete standing-seam system that carries its own loads to the structure may be installed over an existing roof without a tear-off (FBC-B 1511.3 exception).

Permits for commercial roofs in the city come from Building Permits and Inspections, and buildings under the Historic Preservation program may need its review for visible changes.

Can a standing-seam metal roof go over the old flat roof on a Boca Raton building?

It can, if it is a complete and separate system. The Florida Building Code lets a standing-seam metal system that carries its loads straight to the structure go over an existing roof without a tear-off (FBC-B 1511.3 exception); a recover with other systems is barred when the old roof is water-soaked or already has two coverings. The panels need a slope of at least one-quarter inch per foot and Florida product approval. Ask the City of Boca Raton's Building Permits and Inspections office about the permit before design is final.

What should a Boca Raton condo board check before re-roofing?

Work through the order the code implies. Count the roofs already on the building, since two or more means a tear-off; find wet areas with a moisture survey confirmed by core cuts; check that the roof drains within 48 hours and that any coating is rated for ponding that remains; check the 25% rule and the roof's code era; and ask for the product approval number of every component. With 42.5% of Boca Raton housing in buildings of 10 or more units, many boards in the city will run this list.
