Condo boards, reserve studies and Delray Beach roofs

Fla. Stat. 718.112(2)(g) requires a residential condominium association to have a structural integrity reserve study at least every 10 years for each building of three or more habitable stories, and the roof is the first item the study covers. It rests on a visual inspection and gives each item's estimated remaining useful life, which is how a board learns when to fund the next roof.

The code's low-slope menu is short: built-up, modified bitumen, single-ply sheets (TPO and EPDM among them), spray polyurethane foam and liquid-applied membranes. New work on any of them starts at a minimum slope of one-quarter inch per foot (FBC-B 1507), and each covering has to pass 2,000 hours of accelerated weathering; ASTM D6878, the TPO standard, also calls for a reinforcing fabric or scrim inside the sheet.

The code calls a roof positively drained when it sheds water within 48 hours of rain, and NRCA uses the same mark for ponding. Where a parapet or raised edge can trap water, secondary overflow drains or scuppers are required (FBC-B 1503.4.1). Storm drainage is sized on the 100-year hourly rainfall rate from the code's map or approved local weather data; NOAA Atlas 14 puts that rate at 5.22 inches an hour at the center of Delray Beach.

Palm Beach County is outside the High-Velocity Hurricane Zone, so the metal edge on a Delray Beach built-up, modified bitumen or single-ply roof is tested under ANSI/SPRI ES-1 or RAS 111 (FBC-B 1504.5) rather than to HVHZ rules.

Two coverings already in place, or a water-soaked base, means a full tear-off rather than a recover (FBC-B 1511.3). Infrared scans can map wet insulation by the heat it holds after dark, but the readings are relative and need core samples to confirm them. Permits come from the City of Delray Beach Building Division, and a building under the city's Historic Preservation office may need its review for visible roof changes.

What does a reserve study say about our Delray Beach building's roof?

It estimates how much useful life the roof has left and puts that into the association's reserve schedule. Under Fla. Can a coating fix a leaking flat roof in Delray Beach?

Sometimes, if the roof under it is sound. Roof coatings must meet the code's fire rules and a listed standard such as ASTM D6083 for acrylic or D6694 for silicone (FBC-B 1509). Before coating, count the roofs already on the building, find wet areas with a moisture survey confirmed by cores, and confirm the roof drains within 48 hours. A coating sold to stop leaks or extend a roof's life is roofing work under Florida's contractor law. Does rooftop A/C have to meet current code during a Delray Beach re-roof?

Not unless the units are being swapped out or relocated and fall short of code. Under FBC-B 102.8, a local government may not require existing rooftop mechanical equipment to be brought up to the Florida Building Code except during reroofing when that equipment is being replaced or moved and is not in compliance.
