Commercial roofs ยท Ocean Ridge
Commercial roofing in Ocean Ridge, FL
In Ocean Ridge, 37.4 percent of homes sit in buildings with 10 or more units. That makes multi-unit and association roofs the main commercial-style work here. If you manage one of these buildings, the bid you pick affects drainage, permits and the roof's life for years.

Building stock
What commercial roofs look like in Ocean Ridge
Ocean Ridge has 1,601 housing units, with a margin of error of 172. A large share of them are in multi-unit buildings, and the town is a barrier island between the Atlantic and the Lake Worth Lagoon. Many of these flat roofs face salt air and wind on every side.
Most of the building stock here is older. The median home was built in 1974, and 62.5 percent of units predate 1980. Many association roofs are likely past the age where a full replacement is due. That suggests a condition check should come before any repair bid.
- Ask whether the roof is a low-slope membrane, modified bitumen or metal.
- Ask for the age of the existing roof and any past repair records.
- Ask how the bid handles ponding water and the drains.
Permits
Codes and permits for a multi-unit roof
Palm Beach County lies outside the High-Velocity Hurricane Zone, which covers only Broward and Miami-Dade. So the stricter HVHZ roof rules do not apply in Ocean Ridge. A roof still must meet the Florida Building Code edition in force on the permit date.
Florida's 2023 code went into force on December 31 of that year. Any permit application filed on or after December 31, 2026 has to meet the Ninth Edition, which starts that day. A bid written now may need revising if the work slips past that date.
Ocean Ridge issues roof permits through the Town of Ocean Ridge Building and Zoning office. Confirm the permit path and any inspection steps with that office before you sign a contract.
Comparing bids
How to compare commercial bids
Compare bids on the same scope. Ask every bidder how the new roof will drain, since the code requires positive drainage so water clears within 48 hours of rain. A bid that ignores drainage may leave ponding that shortens the roof's life.
Check the membrane material against the code table. Single-ply options include EPDM, TPO and PVC, each tied to an ASTM standard. Ask the bidder to name the standard and show the product data sheet.
Confirm that the roofing contractor holds the state certification the statute requires for roofing work. A general contractor cannot advertise as a roofing contractor without that certification.
Questions
Commercial roofing in Ocean Ridge: questions
What is the 25% roof rule in Florida?
The 25 percent rule limits how much of an existing roof can be repaired or replaced in any 12-month period without bringing the full roof system up to code. Once more than 25 percent is touched, the entire roof system or section must be replaced or recovered. For an Ocean Ridge building with many units, track each repair against that 12-month total. Confirm the count and any exception with the Town of Ocean Ridge Building and Zoning office before you approve work.

What is the new law in Florida about roofs?
Starting December 31, 2026, the Ninth Edition of the Florida Building Code is in effect. Once that date arrives, every permit application and set of plans filed with the county has to conform to it. The 2023 edition, effective December 31, 2023, applies until then. For an Ocean Ridge multi-unit project, a bid signed now may need changes if the permit is filed after that date. Ask the bidder which edition the bid assumes.

How many homes in Ocean Ridge are in large buildings?
About 37.4 percent of Ocean Ridge homes are in buildings with 10 or more units, based on the American Community Survey 2024 five-year estimates. Many of those units sit in older buildings, since 62.5 percent of units predate 1980. Association boards and property managers should plan roof reviews around that age profile and the building's unit count.

Does a commercial roof in Ocean Ridge need a High-Velocity Hurricane Zone product?
Palm Beach County does not belong to the High-Velocity Hurricane Zone, a designation limited to Broward and Miami-Dade counties. The HVHZ permit and inspection rules do not apply here. Ocean Ridge roofs still follow the statewide Florida Building Code, so ask the bidder which code edition and product approval the bid uses.
