Detached houses make up only 38.4% of the city's housing, about the same as the share in large buildings. For residential condominiums three habitable stories or taller, Fla. Stat. 718.112(2)(g) requires a structural integrity reserve study at least every 10 years, and the roof is the first item it covers. Florida's low-slope options include built-up, modified bitumen, single-ply membranes such as TPO and EPDM, spray foam and liquid-applied roofs, each needing at least a 1/4-inch-per-foot slope on new work (FBC-B 1507). Every low-slope covering must also hold up through 2,000 hours of accelerated weathering tests, and TPO sheet must carry reinforcing fabric or scrim under ASTM D6878.

Edges, drainage and the 48-hour test

Palm Beach County is outside the High-Velocity Hurricane Zone, so commercial roofs in the city follow Chapter 15's regular sections rather than the HVHZ rules used in Broward and Miami-Dade. Decks and coverings are still designed for Chapter 16 wind loads (FBC-B 1504.1), and metal edges on built-up, modified bitumen and single-ply roofs must be tested to ANSI/SPRI ES-1 or RAS 111 (FBC-B 1504.5).

Water is the second test. The code defines positive drainage as a roof that drains within 48 hours of rain, and NRCA uses the same mark for ponding. The West Palm Beach airport records 61.75 inches of rain in a normal year, so a roof that holds water gets plenty of chances to show it.

Before a recover, find out what is underneath. The code bars a new system over a roof that is water-soaked or already has two coverings (FBC-B 1511.3), and an infrared moisture survey needs core cuts to confirm the wet areas it finds.
