Before you hire anyone, call the Town of Jupiter Building office, which reviews roof permits for the town. The High-Velocity Hurricane Zone takes in only Broward and Miami-Dade. That means Miami-Dade Notices of Acceptance are not your standard in Palm Beach County. Statewide product approval is.

The 25 percent rule limits how much roof you may repair, replace or recover in 12 months before the whole roof section must be brought up to code. A roof built or replaced under the 2007 code or later gets an exception. Plan phased repairs around that limit.

Permit applications filed on or after December 31, 2026 must follow the Ninth Edition of the code. The Eighth Edition took effect December 31, 2023. Under that code, a permit lapses if work sits idle for 6 months.

Low-slope systems, drainage and comparing bids

The code sets a minimum slope of one-fourth unit in 12 for new built-up, modified bitumen, single-ply, spray foam and liquid-applied roofs. West Palm Beach airport averages 61.75 inches of rain a year, with 86.1 days of 0.10 inch or more. Ponding water on a flat roof is a drainage defect, not a cosmetic one.

Where the roof edge rises above the deck, the code calls for secondary overflow drains or scuppers. Ask each bidder where they will put them. Ask which single-ply standard the membrane meets, such as ASTM D6878 for TPO, and what edge metal testing applies.

Jupiter's own Building office issues roof permits, not Palm Beach County. A permit lapses if work does not start within 6 months of issuance or stops for 6 months. Does Jupiter fall under High-Velocity Hurricane Zone rules?

No. The zone covers Broward and Miami-Dade counties only, and Palm Beach County sits outside it. A Jupiter roof follows the standard Florida Building Code and statewide product approval. When can a Jupiter flat roof be recovered instead of torn off?

Not when the existing roof is water soaked or too deteriorated to serve as a base. A tear-off to the deck is also required if the roof already has two or more coverings, or if the old covering cannot meet the code's securement rules.
