Most homeowner roof inspections answer an insurer's form. Citizens requires a 4-point on homes and mobile homes over 20 years old, and proof of 5 years of remaining life on shingle roofs past 25 years. Under the 15-year rule, any homeowner's insurer must let you have an older roof inspected before demanding a replacement for age alone. A wind mitigation form, OIR-B1-1802, stays valid up to five years.

Florida Senate staff note that the roof-age protections in Fla. Stat. 627.7011(5) do not apply to mobile home policies, so the safeguards a site-built owner relies on may not be there for a manufactured home. Citizens still lists mobile home applications among those that need a 4-point inspection once the property is more than 20 years old.
With nearly one Marion housing unit in five a mobile home, ask your insurer or agent which form your policy needs before you book an inspection. The form decides who may sign and what gets photographed.
Roof age
The 15-year clock on a 1990s house
Half of Marion's homes were built in 1993 or earlier, so any roof still original to one of them is over 30 years old. The age that counts is the roof's, not the house's.
Under Fla. Stat. 627.7011(5), an insurer may not refuse or non-renew a homeowner's policy solely because the roof is under 15 years old. At 15 or more, it must let you have an authorized inspector check the roof at your expense before requiring a replacement, and it cannot refuse for age alone if the inspection shows 5 or more years of useful life.
Citizens draws its own line: shingle and other soft roofs over 25 years, and tile, metal and other hard roofs over 50, need documents showing at least five years of remaining life.
The forms
What goes on the 4-point and wind forms
The 4-point form's roof section records the covering, its age and remaining life, the date of the last roofing permit, whether the last replacement was full or partial, and a damage list: cracking, curling, granule loss, exposed felt, missing tabs or tiles, soft decking, hail marks and leaks.
Your last roofing permit is on file with whoever issued it, so pull the record from Marion County Building Safety or from your city before inspection day.
The wind mitigation form, OIR-B1-1802 (Rev. 04/26), looks into the attic for things you cannot see from the yard: how the deck is nailed, how the roof is tied to the walls, and whether there is a sealed roof deck. It is valid for up to five years if nothing material changes. Insurers must offer wind-loss discounts, which apply only to the hurricane-wind part of the premium; your insurer or agent has the figures.

Who can sign a roof inspection form for a Marion County home?
Citizens' Roof Inspection Form must be signed by a general, residential, building or roofing contractor, a building code inspector, or a Florida home inspector holding a state license, with photos of each roof slope. Under the 15-year rule, the statute's list of authorized inspectors also includes engineers and architects, and the insurer must accept the person. With 62.5% of Marion's homes built before 2000, many owners here are likely to need one of these forms at renewal.
Is a wind mitigation inspection worth getting on an older Marion County home?
It can be. Insurers must offer discounts or credits for features that reduce wind loss, such as roof deck attachment, roof-to-wall connections and a sealed roof deck, and this inspection is how you document them. The form opens with the building's code era, and with a 1993 median build year, many Marion homes predate the first statewide code of 2002. Credits apply only to the hurricane-wind part of a premium, and your insurer or agent sets the amounts.
Can I get a state-funded wind inspection in Marion County?
Maybe, if your home qualifies and the program is taking applications. Fla. Stat. 215.5586 created My Safe Florida Home, whose inspections serve site-built, owner-occupied single-family homes with a homestead exemption; grants add more conditions, including a pre-2008 build date. Owners occupy 77.5% of Marion's occupied homes, but the county's mobile homes fall outside the site-built rule. The program's site did not say on October 5, 2026 whether applications were open, so check there first.
How often should a Marion County roof be inspected?
Twice a year is the roofing trade's guidance: NRCA suggests checking in fall and spring for cracked or missing shingles, loose seams, worn flashing and granules collecting in gutters. In Marion, add a look after any named storm, since the county has drawn at least eight hurricane declarations since 2016. Keep each report you get, too: a wind mitigation form stays valid up to five years unless the house changes.
