Hurricane Milton left 9.68 inches in a rain gauge 14.3 miles south of Ocala in October 2024, while Ocala's airport logged a 35-knot gust. That pattern, heavy rain with moderate wind, is why roof repair in Marion County is mostly about water: where it got in, and how far it traveled before a stain showed.

Rain totals from Marion's recent storms

The county's storm history reads like a rain log. Hermine in 2016 left 6.18 inches south of Ocala and killed a man when a tree fell on his tent. Irma in 2017 pushed Marion's rivers to major or record flood stages and dropped 8.63 inches just southeast of Ocala. In 2024 Milton added 9.68 inches south of the city and 8.59 inches east of Belleview.

Wind at the Ocala airport was moderate by comparison: a 36-knot gust in Nicole and 35 knots in Milton. Marion's main natural hazards are high winds and flooding, with tornadoes also a concern, so repairs here deal with wind lift and long soaking rain together.

Weak points

The parts that fail first

  • Hips and ridges. FEMA's team found them the most common damage after Ian, on newer and older roofs alike, and Ian brought a federal declaration to Marion in 2022.
  • Ridge vents. Losing one opens a long slot in the deck; in one FEMA example, ceilings fell although only the ridge shingles and vent were gone.
  • Soffits. They have a poor hurricane record, and only the 2007 code began requiring them to resist the same wind loads as walls.
  • Shingle edges. University of Florida researchers found shingles tend to come partly unsealed after about four years, mostly at exposed corners.
  • Flashing. Leaks follow the places the code flashes: wall-to-roof joints, changes in slope and roof openings (R903.2.1).

On a house built before 2000, as 62.5% of Marion's homes were, any original soffit or flashing predates the statewide code.

Rules

When a patch needs a permit, and when it stops being a patch

Florida lets ordinary minor repairs go ahead without a permit if the building official agrees, so the answer sits with Marion County Building Safety or your city's building office (FBC-B 105.2.2).

The ceiling is the 25% rule. Patching more than a quarter of a roof or section in 12 months means the whole section is redone, unless the roof was built to the 2007 code or later.

Work of a casual, minor or inconsequential nature below a set contract amount is exempt from contractor licensing; past that, Florida's contractor law applies, and splitting a job to stay under the line does not count (Fla. Stat. 489.103(9)).

How long do I have to report storm damage to my insurer?

Florida gives one year from the date of loss for a new or reopened property claim to reach your insurer, and 18 months for a supplemental claim (Fla. Stat. 627.70132). For a 2024 storm such as Helene or Milton, both declared for Marion County, that window counts from the day of the damage. Your policy and your agent decide what is covered; this is only the statute's deadline.

Why is my ceiling stained when no shingles blew off?

Water can enter where you cannot see it from the yard. FEMA documented a house whose ceilings fell after a storm even though the only roof damage was lost ridge shingles and a ridge vent, and flashing at walls, chimneys and pipes is another common path. Marion's storms are often long and wet, like Irma's 8.63 inches near Ocala, so a small opening can soak insulation well before a stain shows.

Do I need a permit for a small roof repair in Marion County?

Maybe not. The Florida Building Code lets ordinary minor repairs proceed without a permit when the building official agrees, so ask the office for your address: Marion County Building Safety in unincorporated areas, or the city building office in Ocala, Belleview or Dunnellon. In McIntosh, any county permit needs the town's written authorization first. Larger work, or anything over the 25% line, goes through the full permit process.

Will a repair make my roof count as newer for insurance?

No. For Florida homeowner policies, roof age runs from the last date 100% of the roof was built or replaced, or from the first partial replacement once later work brings the total to 100% (Fla.
