Ocala's older housing and the insurer's roof questions

Two age lines matter. Under Fla. Stat. 627.7011(5), an insurer may not refuse to write or renew a homeowner's policy solely because the roof is under 15 years old. For an older roof, the insurer must let you have an authorized inspector check it, at your expense, before it can require a replacement, and it cannot drop you for age alone if the report shows at least 5 years of useful life left. The rule covers homeowner policies issued or renewed since July 1, 2022.

Citizens Property Insurance adds its own thresholds: shingle roofs older than 25 years and tile, metal or other hard roofs older than 50 need documents showing at least five more years of life. Its 4-point form records the covering, the roof's age and remaining life, the date of the last roofing permit, any partial replacement and its percentage, the condition and a list of damage, with photos of each slope.

The city's profile puts many homes in that window. Ocala's median resident is 39.2 years old, younger than Marion County's 47.9, and only 52.1% of occupied homes are owner-occupied. If you rent a house out or are buying one, plan the report around the renewal or the closing date. For homes inside city limits, the date of the last roofing permit sits with the City of Ocala Growth Management department's Building division.

Wind mitigation

The state's wind mitigation form, OIR-B1-1802 (Rev. 04/26), took effect April 1, 2026 and stays valid for up to five years if nothing material changes. It asks which building code era the house falls in, its design wind speed region from the ASCE 7-22 hazard tool, the roof slope and covering, how the deck is attached, how the roof ties to the walls, the roof shape and whether a secondary water barrier is present. A house built in Ocala's median year of 1984 predates the earliest non-HVHZ era on the form, the 2001 Florida Building Code.

Insurers must offer credits for features that cut windstorm loss, including roof covering performance and roof-to-wall strength, and the state's notice says those discounts apply only to the hurricane-wind part of the premium. The amounts are your insurer's to set. The state's My Safe Florida Home program lists a pre-2008 build date among its grant conditions, and its site did not say in October 2026 whether applications were open, so check there before counting on a grant.

What is the 15-year roof rule, and does it apply to my Ocala home?

It applies to homeowner's policies, not to mobile home policies. Fla. Stat. 627.7011(5) stops an insurer from refusing or non-renewing a homeowner's policy just because the roof is less than 15 years old, and gives you the right to an inspection before a forced replacement once the roof is older. Any Ocala homeowner's policy issued or renewed from July 1, 2022 on falls under it. Senate staff note that the section does not apply to mobile home policies, which matters for the 4.6% of Ocala housing units that are mobile homes.

Where do I find my Ocala roof's last permit date?

Ask the office that issued the permit. Inside city limits that is the City of Ocala Growth Management department's Building division; outside them, Marion County Building Safety. The date matters because Citizens' 4-point form asks for the date of the last roofing permit and whether a replacement was full or partial, and because Florida counts a roof's age for insurance from the last time 100% of it was replaced. Bring a copy of the permit record to the inspection so the inspector can enter it.

How long is a roof inspection report good for in Ocala?

It depends on the form. The state's wind mitigation form, OIR-B1-1802, is valid for up to five years if the house has no material changes and the form has no errors. Citizens' roof inspection form must be signed by a general, residential, building or roofing contractor, a building code inspector or a Florida home inspector, with a photo of each roof slope.
