Two kinds of Belleview homes, two sets of insurer rules

For a site-built house on a homeowner's policy, section 627.7011(5) is the starting point. A roof younger than 15 years cannot be the only reason an insurer refuses or drops the policy. Once it is older, you may have an authorized inspector check it at your own cost before the insurer can require a replacement, and if the report finds 5 or more years of useful life, age alone cannot end the coverage. It applies to policies issued or renewed from July 1, 2022.

Mobile homes sit outside that section, Senate staff note, which leaves Belleview's roughly 700 mobile homes under their insurer's own terms. Citizens Property Insurance requires a 4-point inspection, covering electrical, plumbing, heating and cooling, and the roof, on property owner, dwelling and mobile home applications for properties more than 20 years old.

Age puts most of the city in that window, since 72.1 percent of Belleview housing predates 2000. Citizens also draws roof-age lines of 25 years for shingle and other soft roofs and 50 for tile, metal and other hard roofs, past which it wants documents showing at least five more years of life.

What a Belleview inspector writes down

The roof section of Citizens' 4-point form records the covering, the roof's age and remaining life, the date of the last roofing permit, whether a replacement was full or partial and its percentage, the overall condition and a damage list. With photos of each slope it can stand in for the separate Roof Inspection Form. For houses inside the city limits, permit history sits with the City of Belleview Building Division.

The state's wind mitigation form, OIR-B1-1802 (Rev. 04/26), is a different report. It grades the code era, the wind region from the ASCE 7-22 hazard tool, roof slope and covering, deck attachment, roof-to-wall connections, roof shape and any secondary water barrier, and it stays valid for up to five years if nothing material changes. A house from Belleview's 1985 median year predates the form's earliest code era, the 2001 Florida Building Code. Discounts apply only to the hurricane-wind part of a premium, and the amounts are your insurer's to set.

Does the 15-year roof rule cover my Belleview mobile home?

The 15-year roof rule is set by Fla. Stat. 627.7011(5), which covers homeowner's policies. It says an insurer may not refuse to issue or renew a policy solely because the roof is less than 15 years old. If your roof is 15 years old or more, you can ask for an inspection by an authorized inspector, paid for by you, and your insurer cannot deny coverage or decline to renew only because of the roof's age when that inspection finds at least 5 years of useful life remaining. That matters in Belleview, where mobile homes are 24.2 percent of housing units, because a mobile home policy is a different product and your insurer's own underwriting rules may apply instead. Ask your agent which roof documents your policy needs before the renewal date.

Who can sign a roof inspection form for a Belleview home?

It depends on the form. Citizens' Roof Inspection Form must be signed by a general, residential, building or roofing contractor, a building code inspector or a Florida-licensed home inspector, with photos of each slope. The wind mitigation form accepts a home inspector licensed under section 468.8314 with hurricane mitigation training, a building code inspector, a general, building or residential contractor, an engineer or an architect, among others. The signer generally inspects in person; only engineers and contractors may send a direct employee. With 72.1 percent of Belleview homes built before 2000, many owners may be asked for both reports.
