Three insurer lines matter here. Fla. Stat. 627.7011(5) protects roofs under 15 years from refusal on age alone; past 15, the owner can get an inspection, at their own expense, before an insurer requires a replacement. Citizens requires a 4-point inspection on applications for properties more than 20 years old, and documentation of five years of remaining life for shingle roofs over 25 or tile and metal roofs over 50.
The 41.2% of homes built in 2010 or later are mostly under the 15-year line, but the first of them cross it in 2025 and 2026.
With a median age of 71.4 and 92.6% of occupied homes owner-occupied, the owner is usually the one who books and pays for the inspection. Keep the report and the last roofing permit together; the 4-point form asks for that permit date.

The wind mitigation form, OIR-B1-1802, is a different document: it grades deck nailing, roof-to-wall connections and the sealed-deck layer, and stays valid up to five years if nothing material changes.

Who pays for a roof inspection an insurer wants on an On Top of the World home?
The homeowner, under Fla. Stat. 627.7011(5)(c). When a roof is 15 years or older, the insurer must let the homeowner have an authorized inspector check it, at the homeowner's expense, before requiring a replacement. Age matters too: Citizens wants proof of five years of remaining life on shingle roofs past 25 years. That reaches any first roof on the 36.9% of On Top of the World homes built before 2000.
How often does an On Top of the World home need a new wind mitigation form?
Up to every five years. The current form, OIR-B1-1802 (Rev. 04/26), effective April 1, 2026, stays valid that long as long as no material changes are made to the structure and no errors are found. A re-roof, new roof-to-wall connectors or new opening protection would change answers sooner. For a house built in 2006, question 1 records the 2001 or 2004 code era no matter when the roof was replaced, so the roof answers carry the weight.
