The 15-year rule and the McIntosh homeowner
Section 627.7011(5) applies to homeowner policies issued or renewed since July 1, 2022. Once a roof is 15 years or older, the insurer must let the homeowner have it inspected, at the owner's expense, before requiring a replacement, and it cannot refuse or non-renew for age alone if the inspection finds at least 5 years of useful life left. The age runs from the last full replacement, not from the year the house was built.
The statute also says who may do that inspection: someone the insurer accepts who is a home inspector, building code inspector, general, building, residential or roofing contractor, engineer or architect under the matching Florida law, or another person the insurer recognizes as qualified.
For mobile homes, 14.7 percent of McIntosh's housing, Senate staff note that this rule does not apply; owners of those homes should ask their insurer what it expects.

What a McIntosh roof report records
Citizens requires a 4-point inspection on homes more than 20 years old, which takes in at least the 83.1 percent of McIntosh housing built before 2000. The roof part of that form records the covering, its age and remaining life, the last roofing permit, whether the last job was full or partial, and any of the damage items on its list, with photos of each slope.
A wind mitigation report is a separate document. The state form, OIR-B1-1802 (Rev. 04/26), records the roof covering, deck attachment, roof-to-wall connections, roof shape and any sealed secondary water barrier, and it stays valid for up to five years if nothing material changes. In practice a roofer's insurance inspection covers the same ground: covering, age, remaining life, permit history, damage and leaks, plus the attic items an owner cannot see.

Is a wind mitigation inspection required for a McIntosh home?
Florida law puts the duty on insurers. Section 627.0629 requires them to offer discounts, credits or deductible reductions for features that reduce windstorm loss, such as roof strength, roof covering performance and roof-to-wall strength, and since October 1, 2023 each must describe its hurricane discounts on its website. The wind mitigation form is how a homeowner documents those features. On a McIntosh house from 1977, the town's median year, the attic items, deck nailing and roof-to-wall connectors, are what the inspector photographs.

How long does a McIntosh wind mitigation report last?
Up to five years. The current form, OIR-B1-1802 (Rev. 04/26), took effect April 1, 2026 under Rule 69O-170.0155, and it stays valid for up to five years as long as no material change is made to the structure and no inaccuracy turns up on the form. A re-roof changes several items the form records, so it is a natural point to update the report. None of the town's 177 housing units in the Census survey were built after 2009, so most reports here describe older construction.

Does every McIntosh home need a 4-point inspection?
Citizens requires one on property owner, dwelling and mobile home applications for properties more than 20 years old; for other insurers, ask your agent. In McIntosh, the Census survey counts 147 of 177 housing units as built before 2000, every one of them past the 20-year mark. Citizens also wants proof of five more years of useful life from shingle roofs over 25 and from tile or metal roofs over 50.
