New construction roofing in Marion County runs under the 8th edition of the Florida Building Code until applications filed on or after December 31, 2026 move to the 9th.

New roofs on new Marion County homes, briefly
A new house gets a sheathing inspection, at dry-in or as its own visit, and later a roofing inspection, in the order the building code lists them. Sheathing goes on with ring-shank nails, the deck is dried in by one of three underlayment methods, and eaves shorter than 6 inches need gutters. A builder must subcontract roofing unless it holds a roofing certificate or registration, except shingles on its own new building.

Growth here is spread out. Since the 2010s The Villages has pushed north into Marion County, and 11.7% of the census place's area now lies on the Marion side. To the south, Marion Oaks runs along Interstate 75 to the Sumter County line and counts among the county's newer neighborhoods, while On Top of the World, southwest of Ocala, is newer still by median build year.

Sheathing is nailed with ASTM F1667 ring-shank nails, RSRS-03 or the listed options for thinner panels, and the spacing tightens near roof edges, ridges and hips as wind speed and exposure rise (R803.2.3.1).
The dry-in can be a fully adhered membrane over the whole deck, taped deck joints under an approved underlayment, or two layers of felt-type underlayment nailed 12 inches apart in the field and 6 inches at laps (R905.1.1.1). Shingle drip edge is fastened 12 inches on center, tightening to 4 inches where the design wind speed or roof height calls for it.

The builder's first-year duty
Since July 1, 2025, Fla. Stat. 553.837 requires a builder to warrant a new home for one year against defects in equipment, material or workmanship that cause a material violation of the Florida Building Code. The clock starts at the first title transfer or first occupancy, whichever comes first.
The duty excludes normal wear, settling, damage the owner causes and acts of God such as a natural disaster. In a county that drew three federal hurricane declarations in 2024 alone, that exclusion matters: storm damage on a new house is an insurance matter, not a code defect.

Which code edition will a new Marion County home be built to?
The 8th edition of the Florida Building Code, in effect since December 31, 2023, governs permits filed before December 31, 2026. Applications submitted on or after that date must comply with the 9th edition. If your builder files with Marion County Building Safety or a city office near the changeover, ask which edition the plans were reviewed under, because the roof details follow it.
Does a new home in Marion County need gutters?
Only if the eaves are short. The residential code requires gutters with downspouts where eaves project less than 6 inches, except at gable rakes or over a lower roof, and downspouts must drop water at least 1 foot from the wall. Ocala's station averages 51.64 inches of rain a year, so plan the downspout runs before the landscaping goes in. The Marion County gutters page covers sizing.
Can my builder put the roof on without a roofing contractor?
Only for shingles. Under Fla. Stat. 489.113(3)(b), a general, building or residential contractor may install asphalt, fiberglass or wood shingles on a new building it is constructing itself. Tile, metal and membrane roofs must be subcontracted to a roofing contractor. About 13.5% of Marion's homes date from 2010 or later, and on any new one, ask your builder who will roof the house before the contract is signed.
Does the builder's one-year duty cover hurricane damage?
No. Fla. Stat. 553.837 excludes acts of God such as a natural disaster, along with normal wear, settling and damage the owner causes. It covers defects in equipment, material or workmanship that materially violate the building code, for one year from title transfer or first occupancy. Marion drew three federal hurricane declarations in 2024, for Debby, Helene and Milton, so storm damage on a new house is a question for your insurer or agent.
