Re-roofing homes from the 2006 build years
The housing here splits three ways: 36.9% built before 2000, a middle band from the 2000s around the 2006 median, and 41.2% built in 2010 or later. Nearly all of the first two groups were roofed before the 2007 code took effect, so their original roofs get no 2007-code exception under Fla. Stat. 553.844(5). A re-roof to today's code changes that.
The newer group is reaching insurer age lines now. A roof put on in 2011 turns 15 in 2026, the age past which an insurer that wants a replacement must first let the owner get an inspection under Fla. Stat. 627.7011(5). So even a house that feels new can face a re-roof decision soon.
92.6% of occupied homes here are owner-occupied, and mobile homes are only 0.5% of housing units, against 18.2% across Marion County. The deck rules below apply to houses with sawn-lumber, plank or wood-panel decks (R908.7).

Tear-off triggers and the two county inspections
FBCR R908.3 requires removing every existing layer when any of these is true:
- The existing roof is water-soaked or too deteriorated to serve as a base.
- The covering is wood shingle or shake, slate, clay, cement or asbestos-cement tile.
- The roof already carries two or more applications of any covering.
- Blisters exist and are not cut open and secured.
- The old covering would be the attachment base and the R905 securement rules cannot be met.
After tear-off, Marion County Building Safety inspects twice: sheathing and dry-in before the new covering hides the deck, then the finished roofing work, flashing included (FBC-B 110.3). On a deck held by staples or 6d nails, expect supplemental ring-shank nails at 6 inches on center before the first visit.

Can a 2006 roof in On Top of the World be repaired instead of replaced?
Within limits. FBCR R908.1.1 caps repairs at 25% of a roof or roof section in any 12 months unless the whole section is brought to current code. The exception for 2007-code roofs does not reach a roof installed in 2006, since that edition took effect March 1, 2009. So a pre-2009 roof with scattered damage can be patched, but widespread damage on one slope means redoing that section to today's rules.
What is a secondary water barrier, and does an On Top of the World re-roof need one?
It is the layer that keeps water out if the shingles or tiles blow off, and yes: R908.7.2 requires one whenever a covering is removed and replaced. The code offers a fully adhered membrane over the whole deck, membrane strips or tape over the deck seams under underlayment, or a double layer of felt-type underlayment. FEMA found after Hurricane Michael that sealing the deck can significantly reduce water entry when the covering is lost. Many original roofs on the 2006-era homes here predate the rule's October 2007 deadline.
Will a re-roof change the wind mitigation report on an On Top of the World home?
Expect it to. OIR-B1-1802 (Rev. 04/26) records the roof covering, the deck attachment and the secondary water barrier, and it stays valid up to five years only if no material changes are made. A new roof changes all three answers. The state's consumer notice calls securing the roof one of the two most cost-effective wind measures, but what a new form is worth on a premium is your insurer's call. For a house built in 2006, the form's first question still records the 2001 or 2004 code era.
