Each new roof here was built to the edition in force when its permit was filed: the 2010 code from March 15, 2012, the 2014 edition from June 30, 2015, then 2017, 2020 and the 2023 Eighth Edition from December 31, 2023.

Florida splits the work by material. A general, building or residential contractor may install asphalt shingles itself only on a new building of its own construction; tile, metal and membrane roofs go to a roofing contractor, and a general contractor may not advertise as a roofer without that credential.
Since July 1, 2025, Fla. Stat. 553.837 has held builders to one year of responsibility for defects in equipment, material or workmanship amounting to a material code violation. Check the soffits before closing: FEMA found they have historically done poorly in hurricanes, and the 2007 code began requiring them to resist the same wind loads as walls.

Does a new Minneola roof need a sealed deck?
It needs one of three dry-in methods in section R905.1.1.1 of the Florida Residential Code: self-adhering membrane over the whole deck; a 3-3/4-inch strip of membrane or approved tape over every deck joint, then underlayment; or two layers of felt-type underlayment nailed to a set pattern. All three count as secondary water resistance on the current wind mitigation form, while standard single-layer underlayment does not. With 41.6% of Minneola's homes built since 2010, that answer will sit on insurance forms for years.

After the framing inspection of trusses and connectors, the code lists a sheathing inspection of the roof and wall sheathing, the fasteners and the dry-in, done with the dry-in inspection or separately once all sheathing is fastened.
