Half of Spring Hill's homes were built in 1993 or earlier, nine years before Florida's first statewide building code took effect on March 1, 2002. Take the roof off one of those houses and today's code reaches the deck: missing nails get added, and a sealed secondary water barrier goes down before the new covering does.

Re-roofing a Spring Hill house from the 1980s or 1990s

Only 12.5 percent of Spring Hill homes predate 1980 and 9.2 percent were built in 2010 or later, so a typical re-roof here is on a house from the decades in between. Section R908.7 of the Florida Residential Code applies whenever the covering is removed and replaced on a lumber, plank or wood-panel deck: deck attachment has to meet R908.7.1, and a secondary water barrier goes in under R908.7.2.

The nailing table is specific. Decks held by staples or 6d nails, at any spacing, get added ring-shank nails no more than 6 inches apart. Decks with 8d nails already 6 inches apart or closer need nothing more, and 8d nails spread wider get filled in to that 6-inch spacing.

The law behind it, section 553.844(3), told the Building Commission to make these upgrades part of re-roofing site-built single-family homes by October 1, 2007. Mobile homes are just 2.9 percent of Spring Hill's housing units, against 14.4 percent countywide, so most re-roofs here fall squarely under it.

Permit

Hernando County's re-roof permit and the 25 percent line

Because Spring Hill is unincorporated, the Hernando County Building Division issues the re-roof permit. Plan review is not required for re-roofs, but the county inspects twice: the sheathing, usually together with the dry-in, and the finished roof, flashing included.

If only part of the roof is worn, the 25 percent rule sets the limit. Repair or replace more than a quarter of a roof or roof section in 12 months and the whole section has to meet current code, unless the existing roof was built to the 2007 Florida Building Code or later. That edition took effect on March 1, 2009, so a Spring Hill roof permitted before then does not get the exception.

Will my Spring Hill re-roof need new decking?

Not necessarily new, but it will need checking. Once the shingles are off, the code requires the existing deck to be fastened to the re-nailing table in section R908.7.1, which on many older decks means adding ring-shank nails at 6-inch spacing. Boards or panels that are rotted or soft get replaced, and Florida's definition of roofing work includes repair or replacement of wood roof sheathing as needed during a re-roof. With Spring Hill's median house dating to 1993, expect the inspector to look closely at the deck.

What does the county inspect on a Spring Hill re-roof?

Two things, under section 110.3 of the Florida Building Code. The sheathing inspection checks the roof deck and its fasteners, and it can be done as part of the dry-in. The final roofing inspection covers the dry-in, insulation, the roof covering and the flashing. In Spring Hill both are done by the Hernando County Building Division, since the county permits every unincorporated address. Keep the permit card and the inspection results, because the date of the last roofing permit is a line on insurers' forms.

Can a new roof lower my insurance in Spring Hill?

It can change what your wind mitigation form shows, but only your insurer sets the premium. Florida insurers must offer discounts for construction shown to reduce wind losses, including roof covering, roof strength and roof-to-wall connections, and the state's consumer notice says those discounts apply only to the hurricane-wind part of a policy. A re-roof can change the form's answers on deck nailing and the sealed roof deck. Hernando County took gusts of 60 to 70 mph in Milton, so those items are not abstract here. Ask your agent which credits your carrier gives.
