The county counts 92,535 housing units, and the median year built is 1991. Another 18.6 percent of homes went up before 1980. Only 9.6 percent were built in 2010 or later. By our arithmetic, that leaves roughly 72 percent of homes built between 1980 and 2009.

A shingle roof installed with a 1991 house is now past 30 years. Citizens Property Insurance asks for proof of at least five years of remaining life on a shingle roof older than 25 years. Owners of 1990s homes often hit that question first.

About 82.5 percent of occupied homes are owner-occupied, and 26.4 percent of residents are 65 or older. Many people here own an older roof and plan to stay under it. Mobile homes make up 14.4 percent of units, and their roofs follow different construction rules than site-built homes.

Permit rules

Permits and inspections for a Hernando County re-roof

The Hernando County Building Division issues roofing permits for the unincorporated county. Brooksville runs its own Building Division, so a Brooksville address applies there instead. Confirm which office covers your parcel before anyone orders materials.

The county's exemption list allows minor repairs of 2 squares, or 200 square feet, or less without a permit. A hole in the roof, tree damage or damaged trusses does require one. A full replacement is well past that line.

Florida's code sets clocks on a permit. Work must start within 6 months of issuance. A permit also lapses if work stops for 6 months. Any inspection signed off within the last 180 days qualifies as ongoing progress.

The permit card must warn you that skipping the Notice of Commencement could mean paying twice. That notice must be recorded and posted on site before the first inspection. Request the filed version from your roofer so you can read it yourself.

What a Florida re-roof triggers on your house

Under the 25% rule, a roof or roof section can have no more than 25 percent repaired, replaced or recovered within a single 12-month window. Beyond that, the whole roof or section must be replaced. If your roof was last done to the 2007 Florida Building Code or later, only the new portion must meet current code.

For a roof from the early 1990s, that exception likely does not apply. Repairing a quarter of it can therefore bring the whole thing up to current code. That is an inference from the 1991 median build year, not a finding about your house.

Replacement work includes the roof-deck attachment and any rotted sheathing or fascia found once the old covering is off. Brooksville-Tampa Bay Regional Airport recorded a 58 mph gust in Idalia and Weeki Wachee a 66 mph gust in Helene. Deck nailing and the secondary water barrier are the parts of a new roof that matter in those winds.

Florida law requires a general, building or residential contractor to subcontract roofing unless it holds a roofing certificate or registration. The shingle exemption applies only to a new structure that the contractor built personally. A re-roof on your 1991 house does not qualify.

What is the 25% rule on a Hernando County roof?

Within any 12-month span, you can repair, replace or recover at most 25 percent of a roof or roof section. Past that, the whole roof or section must be replaced. If the roof was built or replaced to the 2007 Florida Building Code or later, only the repaired portion must meet current code. With a median build year of 1991, many roofs here would not qualify for that exception.

Insurers are barred from declining or cancelling coverage only because a roof is younger than 15 years. If your roof is 15 years old or more, an authorized inspector can examine it, with you covering the cost. If the inspection shows 5 or more years of useful life left, the insurer may not refuse or non-renew solely for age. Check with your insurer or agent to learn how this rule affects your own policy. Does the Florida code change for permits filed in 2027?

Yes. The Ninth (2026) Edition of the Florida Building Code becomes effective on December 31, 2026. Any permit request or set of plans filed on or after that date has to meet this standard. The current Eighth Edition took effect December 31, 2023. The Hernando County Building Division can confirm which edition applies to your application date.
