Plans submitted on or after that date must meet the new edition, so timing your permit application matters.
The Hernando County Building Division issues permits, and Brooksville runs its own Building Division. Confirm which office covers your parcel before you sign a contract. Under the 25 percent rule, repairing or replacing more than a quarter of a roof section in 12 months can force you to redo the whole section.
The county's published exemption list is written for residential work, and it says a hole in the roof or damaged trusses require a permit. Do not assume a commercial repair is exempt. Ask the Building Division in writing.
