From framing to final on a new Spring Hill roof
The Hernando County Building Division inspects new homes in the order the code lists: foundation, framing with trusses and connectors, sheathing with the roof and wall dry-in, exterior wall coverings and soffits, roofing, then final. The county also runs a private provider program, and state law lets the owner, or the contractor with the owner's written permission, hire a private provider for plan review or inspections.
Roof sheathing on a new house is fastened with RSRS-03 ring-shank nails, 2-1/2 inches long, with RSRS-01 or RSRS-04 nails allowed on sheathing 15/32 inch or thinner. The dry-in then takes one of three code forms: self-adhering membrane over the whole deck, membrane strips or tape over every deck joint under a full underlayment, or two layers of felt-type underlayment fastened 12 inches apart in the field and 6 at the laps.
Only 9.2 percent of Spring Hill's homes were built in 2010 or later, so a new roof here usually sits beside neighbors framed under far older rules.

Who roofs a new Spring Hill house, and the builder's one-year duty
Under section 489.113(3), roofing on a new house goes to a roofing contractor unless the general, building or residential contractor running the job holds its own roofing certificate or registration. Its one carve-out lets that contractor lay asphalt or fiberglass shingles on a new building it is constructing itself.
After closing, the builder carries a duty of its own: since July 1, 2025, section 553.837 requires a builder to warrant a new home for 1 year against defects that amount to a material violation of the Florida Building Code, excluding normal wear and tear and acts of God such as a natural disaster.
Two code items catch new homes late. Soffits must resist the same wind loads as walls, a change made in the 2007 code, and a house with eaves projecting less than 6 inches needs gutters and downspouts that discharge at least a foot from the wall.

Applications submitted on or after that date must comply with the Ninth Edition. The Hernando County Building Division reviews and inspects new Spring Hill homes, so the submission date on the county's records decides which edition a house is built to.

Can a Spring Hill builder use a private inspector?
Yes. Section 553.791 lets the fee owner, or the owner's contractor with explicit written authorization, use a private provider for plan review or building code inspections at any time; a private provider is a building code administrator, engineer or architect holding a Florida license. The Hernando County Building Division lists a private provider program on its building page. The roof's sheathing, dry-in and roofing inspections still have to happen; only the inspector changes.
