Six named hurricanes since 2016 brought declarations to the county. Most roof repairs after those storms come down to the same few spots: flashing, vents, valleys, the ridge and lost shingles.

Where Hernando County roofs fail in storms

Idalia in 2023 put a 58 mph gust on the Brooksville airport, and Helene in 2024 reached 66 mph at Weeki Wachee. Those are not extreme winds, yet 115 structures took major damage from Idalia. Failures at that wind speed usually start small: a lifted shingle edge, a loose vent, a torn flashing strip.

Flashing is the most common leak point. The code calls for it at wall and roof meetings, changes of slope and roof openings, so a leak near a chimney, vent pipe or sidewall usually traces back there.

Ridge vents deserve a look after any blow. FEMA teams found that lost ridge vents open large holes in the deck, and in one house ceilings collapsed though only ridge shingles and vent were gone. Soffits fail the same way, and water follows.

Water and wear

Rain, flooding and what they do to roofs

Brooksville averages 51.94 in of rain a year, with 25.44 in falling from June through August. Debby in 2024 dropped 8.34 in near Spring Hill. A roof with worn sealant or a slow valley leak gets tested hard every summer.

Surge and rain damage reach the roof differently. Helene's coastal water ran 5-8 ft above normal tide and mostly hurt homes at ground level. If your house sits in a Special Flood Hazard Area, the county's flood ordinance applies alongside the building code.

Many county homes date from around 1991, and 14.4% of housing units are mobile homes. Age and construction type both affect where leaks start, so a roof that has lasted decades may now be failing at the seams.

Repair or replace

Repair or replace: the 25% rule and permits

Florida limits patching. You may repair, replace or recover no more than 25% of a roof or roof section in any 12-month period, unless the whole roof is redone. The exception: if the roof was built or replaced to the 2007 code or later, only the repaired part must meet current code.

The Hernando County Building Division exempts minor nonstructural repairs of 2 squares or 200 sq ft or less, such as missing or broken shingles from wind. If a storm or fallen tree has opened a hole in your roof or cracked its trusses, you will need to pull a permit before repairs begin. Brooksville runs its own Building Division, so confirm with the right office first.

Soft decking changes the answer. A contractor may repair sheathing and fascia as needed during a repair. Widespread soft spots or leaks across several areas usually point toward replacement.

After the storm

What to do safely after a storm

  • Stay off the roof. Check from the ground or look for stains on ceilings and in the attic.
  • Photograph damage before anything is moved, including interior stains.
  • Cover openings with tarps only from a ladder you can reach safely, or leave it to a pro.
  • Keep the roof's last full replacement date handy, since insurers measure roof age from it.

Many of the 26.4% of residents who are 65 or older should not climb for photos at all. Ask a neighbor to help, or have an inspector assess it.

Florida law bars roofing contractors from soliciting insurance claims or advising on coverage, so questions about your policy go to your insurer or agent. Your insurer has to receive written notice of a new claim within 1 year from the date of the loss.

Do I need a permit to fix a few missing shingles in Hernando County?

Usually not. The county's exemption list covers minor nonstructural roof repairs of 2 squares or 200 sq ft or less, including wind damage and missing or broken shingles. Tree or storm damage, a hole in the roof or damaged trusses does require a permit. Brooksville has its own Building Division, so if you live in the city, confirm with that office. The building official makes the final call on minor repairs.

Most leaks start at flashing around chimneys, vent pipes and wall meetings, then at ridge vents, valleys and soffits. Does flooding from surge affect my roof?

Surge mostly damages the lower parts of a house, but heavy rain damages roofs. Helene brought coastal water 5-8 ft above normal tide, and Debby dropped 8.34 in of rain near Spring Hill. Can a roofer handle my insurance claim?
