The Hernando County Building Division, because Spring Hill is an unincorporated census-designated place with no building department of its own. The permit card warns the owner that failing to record a Notice of Commencement can mean paying twice for the work, and the notice must be recorded and posted on the job site before the first inspection. Does a Spring Hill condominium building need a roof study?
Only if the building is three habitable stories or higher. Florida's condominium law requires a structural integrity reserve study at least every 10 years for those buildings, and the roof is the first item the study covers, with a visual inspection and an estimate of its remaining useful life.
