The plumbing code sizes horizontal gutters by the flow off the roof, in gallons per minute. A 5-inch half-round at 1/8 inch per foot slope carries 74 gpm, while a 6-inch carries 110 gpm. Going up one size adds roughly half again the capacity.
Downspouts are rated separately. A 2 by 2 inch leader handles 30 gpm, while a 3-inch round handles 92 gpm and a 4-inch round 192 gpm. Many older Hernando County homes, with a median build year of 1991 and 18.6 percent built before 1980, likely carry the small size.

Hernando County's permit exemption list says non-structural gutters need no permit, but Super Gutters do. The same list says tree or storm damage, a hole in the roof or damaged trusses require one. Brooksville runs its own Building Division, so inside city limits call that office.

Southern live oak grows 60 to 80 feet tall with a 60 to 120 foot spread, and UF/IFAS calls its leaf litter a problem. Pine needle drop is heaviest in autumn, and pollen from oaks and pines can load a gutter from January through June.
A workable rhythm is to clean after the spring leaf drop and pollen, before the June to September storms, and after the autumn needle peak. NRCA says owners should clean gutters of dead leaves in fall and spring. Heavy canopy means more visits.
Water has to go somewhere safe. Hernando County has 242 square miles of water against 473 of land, and it regulates flood zones under its Flood Damage Prevention ordinance. A downspout aimed toward a low, wet lot only moves the problem.
