Roof repair in Spring Hill, FL

An EF1 tornado on November 2, 2018 left two Spring Hill roofs with major damage and 15 more homes with minor damage, according to NOAA's storm record. Most repairs here start smaller, with lifted shingles, a torn ridge or flashing that lets go, and Hernando County lets the smallest of those go ahead without a permit.

Where wind opens up a Spring Hill roof

NOAA's Storm Events database lists four thunderstorm-wind reports referenced to Spring Hill from 2016 through 2025, and no hail anywhere in Hernando County's zones over the same years. Damage here is wind and water: shingles peeled back at the edges, ridge caps gone, and rain driven in behind them.

FEMA's field teams describe the same chain after major hurricanes. Wind damage to the covering is a primary source of water intrusion, and a lost ridge vent leaves a long opening at the top of the deck. After Hurricane Ian, the most common damage they recorded was at hips and ridges, on newer roofs as well as older ones.

Slow leaks follow the flashing instead. The code requires it where a wall meets the roof, at every change of slope or direction, and around openings such as vents and skylights, and those joints are the first places to check on a Spring Hill house built around 1993.

When a Spring Hill repair needs a county permit

Hernando County's residential exemption list draws the line at size and structure. Minor, nonstructural roof repairs of 2 squares, 200 square feet, or less need no permit, and the list gives wind damage and missing or broken shingles as examples. It also says "Tree or storm damage, a hole in the roof, and/or damaged trusses will require a permit."

Above that, the 25 percent rule applies. Patching more than a quarter of a roof or roof section within 12 months means the whole section must meet current code, unless the roof was built to the 2007 Florida Building Code or later, and that cap is the main legal line between a repair and a replacement in Florida.

Florida also limits who can take the work. A job of a casual, minor or inconsequential nature below a set contract price is exempt from contractor licensing, but not when a bigger job is split up to stay under it, and never for someone who advertises as a contractor.

How big a roof repair can I make in Spring Hill without a permit?

Up to 2 squares, or 200 square feet, if the repair is minor and nonstructural. Hernando County's residential permit exemption list gives wind damage and missing or broken shingles as examples. Once the job involves a hole in the roof, damaged trusses, or tree or storm damage, the list says a permit is required, and Spring Hill permits come from the Hernando County Building Division. Liquid roof coatings are exempt too.

Why does my Spring Hill roof leak only in heavy rain?

Usually because wind is driving water sideways past flashing or lifted shingle edges, rather than rain soaking straight through. Heavy rain is routine here: the Brooksville airport station averages 25.44 inches from June through August, and Debby left 8.34 inches near Spring Hill in 2024. University of Florida researchers found that asphalt shingles tend to become partially unsealed after about four years, especially at exposed corners, which gives wind-driven rain a way in. After the next storm, check the attic for wet decking along walls, vents and valleys.

Can a roofer offer me a gift for inspecting my Spring Hill roof after a storm?

No. Under section 489.147, a contractor may not offer a rebate, gift card, cash, a deductible waiver or anything else of value for letting it inspect your roof or for making an insurance claim, and every residential roof contract has to carry a notice saying so. A contract missing that notice can be voided by the owner within 10 days.
