Florida adopted one statewide code after Hurricane Andrew, and the first Florida Building Code replaced local codes on March 1, 2002. A Wildwood home built before 2000 was framed and roofed under the older local system, and its deck may still be held down with staples or 6d nails.
When the old covering comes off, R908.7 requires the deck attachment to meet today's re-nailing table: supplemental ring-shank nails no more than 6 inches apart where the deck has staples, 6d nails, or 8d nails spaced wider than 6 inches. A secondary water barrier goes on before the new covering.
Those older houses also miss the 2007-code exception in Fla. Stat. 553.844(5), unless they were re-roofed under a permit issued after March 1, 2009. Without it, a repair past 25% of a roof section in 12 months turns into a full section replacement. The 74.8% of homes built since 2010 have the exception from day one.

How do I know if my Wildwood roof was built to the 2007 code?
The answer sits in the county's file, on the date of your last roofing permit. The 2007 Florida Building Code took effect March 1, 2009, so a roof permitted on or after that date was built to the 2007 edition or a later one. In Wildwood, 74.8% of homes were built in 2010 or later, so most original roofs qualify, while the 19.5% built before 2000 qualify only if they were re-roofed after that date. Do I need a permit to replace my roof myself in Wildwood?
Yes, the permit still applies when you do the work. Florida lets an owner act as their own contractor on a one- or two-family home for their own use, personally supervising the job (Fla. Stat. 489.103(7)). The permit comes from Sumter County Building Services, and the same sheathing and final inspections apply. Can a new roof go over my old shingles in Wildwood?
Not if the roof already has two or more layers, is water-soaked or too deteriorated, or has tile, slate or wood shakes underneath (R908.3). In the 8th edition, the residential recover sections read Reserved, so ask Sumter County Building Services how it treats an overlay before planning one; its permit list does include a Re-Roof / Roof-Over type. On a pre-2000 Wildwood house, a tear-off also exposes the deck for the re-nailing the code requires.
