Florida's code says a local government may not require existing rooftop mechanical equipment to be brought up to the current code except during reroofing, when the equipment is being replaced or moved and does not comply. Does the 25% rule apply to commercial roofs in Winter Garden?

Yes. The building code's version, FBC-B 1511.1.1, says no more than 25 percent of a roof area or section may be repaired, replaced or recovered in any 12 months unless the whole roof or section is redone, with the same exception for roofs built to the 2007 code or later. A local government may not amend that exception by ordinance.
