Two Winter Garden eras, one re-roof code

Most of Winter Garden's housing is newer than the county's: the median home dates from 2004, against 1994 countywide, and 26% of homes were built in 2010 or later. A house from the 2004 median predates the 2007 Florida Building Code, which took effect March 1, 2009, so its original roof went on under an earlier edition. Replacing it brings the whole roof up to the Eighth Edition in force since December 31, 2023.

On a plywood or OSB deck, the re-roof rules start with the nails already there. Staples or 6d nails get supplemental ring-shank fasteners at 6 inches or closer, and 8d nails spaced wider than 6 inches get filled in to that spacing. A secondary water barrier is required under the new covering, and the insurer's wind mitigation form counts only certain barriers as a sealed roof deck: standard underlayment and hot-mopped felt do not qualify.

Florida's code bars laying a new covering over an existing one when the roof already has two or more layers, is water-soaked or too deteriorated to hold fasteners, or is tile, slate or wood shake. Ask the city about the Historic Downtown Overlay District before you choose a material or color, then pull the permit from the City of Winter Garden Building Department. Florida waives plan review for re-roofs but requires the sheathing inspection at dry-in and the roofing inspection at the end.
