The Census Bureau estimates 6,840 Liberty Triangle homes were built before 2000, out of 12,042. Their first roofs went on under codes older than the 2007 Florida Building Code, which took effect on March 1, 2009. Fla. Stat. 553.844(3) told the Florida Building Commission to adopt rules by October 1, 2007 that make a roof replacement on a site-built single-family home add a secondary water barrier and stronger deck attachment.

So the re-roof, not the original build, is when an older house here catches up. 91.7% of occupied homes in Liberty Triangle are owner-occupied, which means the owner usually makes the material choice, keeps the permit card and answers the insurer's questions later.

The deck rules below apply to sawn-lumber, plank and wood-panel decks (R908.7). Only 3.4% of housing units here are mobile homes, against 18.2% countywide, so they describe the roof most owners here will be replacing.

What the code adds when the old roof comes off

  1. Re-nailing. Under Table R908.7.1.2, a deck held by staples or 6d nails gets extra ring-shank nails no more than 6 inches apart, and 8d nails spaced wider than 6 inches get the same.
  2. A secondary water barrier. R908.7.2 requires one whenever the covering is removed and replaced, using one of the methods in R905.1.1.
  3. A full tear-off where the old roof is water-soaked, where two layers are already on, or where the covering is tile, slate or wood shake (R908.3).
  4. Two inspections: sheathing or dry-in, then the roofing inspection (FBC-B 110.3).

The code defines a roof replacement as removing the existing covering, repairing any damaged substrate and installing a new covering. A permit is required, but a re-roof skips plan review. Then pick the look: compare shingle, metal and tile roofs, or try colors in the design studio.

Do I need a permit to replace my roof in Liberty Triangle?

Yes. FBC-B 105.1 requires a permit to alter or repair a building, and a re-roof is no exception. In Liberty Triangle the permit comes from Marion County Building Safety, because the community is a census place with no city building office. There is no plan review for a re-roof, but there are two inspections: sheathing or dry-in, then the final roofing inspection. An owner may act as their own contractor on a one- or two-family home for their own use, personally supervising the work, under Fla. Stat. 489.103(7).

It depends on what holds the deck now, which nobody sees until the old covering is off. Table R908.7.1.2 says staples or 6d nails at any spacing get supplemental ring-shank nails at 6 inches or closer, and 8d nails spaced wider than 6 inches get filled in to that spacing. Only 8d nails already at 6 inches or tighter need nothing added. A 1998 home predates the rules Fla. Stat. 553.844(3) required by October 2007, so its deck was not nailed with them in mind.

Can a Liberty Triangle re-roof go over the old shingles?

Sometimes not, and the code text alone does not settle it. FBCR R908.3 requires a tear-off where the old roof is water-soaked or too deteriorated to be a base, where two or more layers are already on, or where the covering is tile, slate or wood shake. In the 8th Edition, the re-cover sections read "Reserved," so whether a building department accepts a shingle overlay is a local call. Ask Marion County Building Safety before you plan on one. A tear-off also exposes the deck, which is when the re-nailing and the water barrier get done.
