The weak spots a Milton gust finds on Liberty Triangle roofs

FEMA's assessment teams found wind damage to roof coverings was a primary way water got into homes, along with lost ridge vents and soffits. After Hurricane Ian, the most common damage was at hips and ridges, on newer and older roofs alike. Marion County drew FEMA declarations for Ian in 2022 and for Milton in 2024.

Age makes it worse. The median Liberty Triangle home was built in 1998, and University of Florida researchers found asphalt shingles tend to come partly unsealed at the corners after their first four years. A corner that lifts in a gust lets wind-driven rain under the next course.

Inside, look for what Citizens asks inspectors to record: stains on ceilings, leaks in the attic or under the deck, soft spots in the decking, and missing, cracked or curled shingles. Outside, leaks track the spots where the code requires flashing: wall-to-roof joints, changes of slope and openings such as vents.

The 25% line for 1998-era roofs

Florida's code lets you patch up to 25% of a roof or roof section in any 12 months (R908.1.1). Past that, the whole section must be redone to current code, unless the roof was built, repaired or replaced to the 2007 Florida Building Code or later (Fla. Stat. 553.844(5)). With 56.8% of Liberty Triangle homes built before 2000, an original roof here sits on the strict side of that line.

Small jobs may not need a permit: FBC-B 105.2.2 leaves ordinary minor repairs to the building official's approval, which here means Marion County Building Safety. Florida's small-job exemption from contractor rules, in Fla. Stat. 489.103(9), does not cover a big job split into pieces or anyone who advertises as a contractor.

Can a handyman fix my roof in Liberty Triangle?

Only inside a narrow lane. Fla. Stat. 489.103(9) exempts work of a casual, minor or inconsequential nature below a set total contract price from contractor licensing rules. It does not apply when a larger job is split up to fit under that limit, or to anyone who advertises as a contractor. Whether the repair needs a permit is a separate question for the building official, which in Liberty Triangle is Marion County Building Safety. Section 105.2.2 lets that office approve ordinary minor repairs without one.

What should I check on a Liberty Triangle roof after a hurricane passes?

Start inside, where the damage shows first. Look at ceilings and the attic for stains or drips, since FEMA found water most often got in where coverings, ridge vents or soffits were lost. From the ground, scan hips and ridges, the spots Hurricane Ian damaged most. Missing ridge vent pieces matter: FEMA's example house had ceilings collapse when the only roof damage was a lost ridge vent. Milton's 35-knot gust at the Ocala airport is a recent local yardstick. Does the 25% rule mean an insurer has to pay for a whole Liberty Triangle roof?

No. The 25% rule in R908.1.1 and Fla. Stat. 553.844(5) is a building-code rule about how much may be patched before a full section must be redone to current code. Nothing in either text says an insurer must pay for a full roof. What it does decide is the scope of a legal repair: the median build year in Liberty Triangle is 1998, but that describes homes, not roofs, and a roof falls under the 2007 exception only if that roof was built, repaired or replaced in compliance with the 2007 Florida Building Code or later, which took effect March 1, 2009.
