Florida's plumbing code sizes gutters by flow (FBC-P 1106.6). A 6-inch half-round gutter at 1/8 inch per foot carries 110 gallons a minute, and one gallon a minute matches 96.15 square feet of roof under 1 inch an hour of rain. At Liberty Triangle's 9.74-inch burst, that gutter serves about 1,090 square feet of roof plan area. At the 100-year, one-hour rate of 4.02 inches, it serves about 2,630.
That gap of more than two to one is arithmetic on sourced numbers, not a code requirement, but it explains why a gutter that looks big enough can still sheet water off the front in a July storm. Steeper roofs push it further: the sizing tables multiply plan area by up to 1.30 for a 12-in-12 pitch.

When the code requires gutters, and where downspouts must drain
FBC-R R318.5 requires gutters with downspouts on buildings whose eaves project less than 6 inches, except at gable-end rakes or a roof above another roof. Downspouts must discharge at least 1 foot from the wall, by pipe, extension or splash block. The rule sits in a termite-protection section, and FBC-B 1503.7 repeats it.
Materials have a rule as well: R903.4.2 calls for metal or approved plastic with lapped, soldered or caulked joints, fastened with corrosion-resistant hardware that matches the gutter.
For cleaning, Tower Hill, a Florida home insurer, recommends at least twice a year, spring and fall, and more often under trees. UF/IFAS puts Florida's pollen season from January to June, peaking in March and April, and pine needle fall heaviest from September through November.

Do Liberty Triangle homes need gutters?
The code requires them only where the eaves project less than 6 inches. Wider eaves make gutters optional by code. Many owners add them anyway: the Ocala station averages 51.64 inches of rain a year, and runoff at the foundation is the problem the rule was written to stop.
