Does the 2007-code exception cover a 2002 roof in Marion Oaks?

No. The exception in Fla. Stat. 553.844(5) and R908.1.1 applies to roofs built, repaired or replaced to the 2007 Florida Building Code or a later edition, and that edition took effect on March 1, 2009. A first roof on a 2002 Marion Oaks house was built under an earlier edition. So the 25% limit applies in full: repair, replace or recover more than 25% of a roof section within 12 months, and the whole section must be redone to current code.

Will a Marion Oaks re-roof change my wind mitigation report?

It changes the answers the form asks, so plan on a fresh look. OIR-B1-1802 (Rev. 04/26) records the roof covering, the deck attachment and whether a secondary water barrier is present, and it stays valid up to five years only if no material changes are made.
