What a 1980s Belleview house needs at re-roof
Most Belleview houses were framed before the state code existed. Florida adopted one building code after Hurricane Andrew, and it replaced the local codes on March 1, 2002, 17 years after the city's median build year. Only about one home in ten here dates from 2010 or later, against 13.5 percent across Marion County, so a re-roof in town often opens a deck that was fastened under older rules.
Section R908.7 of the residential code takes over once the old covering is off a house with a wood deck. Under its re-nailing table, a plywood or OSB deck held by staples or 6d nails gets ring-shank nails added until no fastener is more than 6 inches from the next, while 8d nails already at 6 inches or tighter can stay. Then a secondary water barrier goes on: a self-adhering membrane over the entire deck, membrane strips or tape over every deck joint under the underlayment, or two layers of felt-type underlayment.
Not every Belleview roof follows that path. The state law behind those re-roof upgrades, section 553.844(3), was written for site-built single-family homes, and mobile homes make up 24.2 percent of the city's housing units. If yours is one, ask the Building Division which rules apply before you compare quotes.

Inside the city limits the re-roof permit comes from the City of Belleview Building Division. No plans examination is needed for a reroof, but the building official still inspects the sheathing, often at dry-in, and then the finished roof: its dry-in, insulation, covering and flashing.
If you are weighing a big repair instead, know where the 25 percent line falls. On a roof not built to the 2007 code or later, repairing more than a quarter of a section within 12 months means the whole section is redone to current code. Unless a Belleview roof has been replaced since that code took effect on March 1, 2009, assume the cap applies.

How does Florida's 25 percent roof rule apply to a Belleview house?
It caps how much of an older roof can be patched. Under section R908.1.1 of the residential code, no more than 25 percent of a roof or roof section may be repaired, replaced or recovered in a 12-month period unless the entire section is replaced to current code. Roofs built, repaired or replaced to the 2007 code or later are exempt, and on those only the repaired part must meet today's code. With 72.1 percent of Belleview homes built before 2000, most original roofs here fall under the cap. Nothing in the rule says an insurer must pay for a full roof.

Will a Belleview re-roof include new roof-to-wall straps?
Usually not by law. Florida's re-roof statute requires improved roof-to-wall connections only in the wind-borne debris region and only on homes whose value is above a threshold the statute sets, and even then only where the work at gable ends or corners costs no more than 15 percent of the roof job. The code draws that region within 1 mile of the coast where the design wind speed is 130 mph or more, or anywhere it reaches 140. Belleview is far inland; whether any address in the city reaches 140 mph is a question for the City of Belleview Building Division.

How long does a Belleview re-roof permit stay valid?
Six months to start, and then as long as inspections keep passing. The building code voids a permit if work does not begin within 6 months of issue, or if work stops for 6 months, and it counts a job as active when it has passed an inspection within the last 180 days. On a re-roof the first of those is the sheathing or dry-in inspection by the City of Belleview Building Division. Plan the start so the deck work and dry-in fall inside that window, especially before the December 31, 2026 code change.
