Ocala's 1980s housing and the re-roof code

Florida wrote its statewide code after Hurricane Andrew showed the old patchwork of local codes falling short, and the first edition replaced them on March 1, 2002. Ocala's median home predates it, and 72.2% of the city's 30,387 homes were built before 2000. If your house has never had a re-roof under the modern rules, the deck under your shingles was fastened to whatever applied when it was framed.

That is the part a modern re-roof addresses. When the covering comes off a house with a wood plank or panel deck, the residential code makes the deck attachment meet section R908.7.1 and adds a secondary water barrier under R908.7.2. On plywood or OSB, any staples or 6d nails get extra ring-shank nails at 6 inches or closer; 8d nails already at 6 inches or less need nothing added. The water barrier can be a fully adhered membrane, taped deck seams under underlayment, or two layers of felt-type underlayment.

Only 9.9% of Ocala homes were built in 2010 or later, and for the rest the 25% rule is the other reason age matters. A roof installed before the 2007 code took effect on March 1, 2009 cannot be patched over more than a quarter of a section in 12 months; past that, the whole section is replaced to current code. Roofs installed under the 2007 code or later only need the repaired part brought up to date (Fla. Stat. 553.844(5)).

Inside city limits, the permit comes from the City of Ocala Growth Management department's Building division. Confirm its application steps with that office directly, because they were not checked for this page; outside the limits, ask Marion County Building Safety. A reroof needs no plan review under the building code, but it does get two inspections: a sheathing or dry-in inspection while the deck and its fasteners are exposed, and a roofing inspection covering dry-in, insulation, the covering and flashing.

Timing matters this year. The 2023 Florida Building Code, 8th edition, has applied since December 31, 2023, and permit applications submitted on or after December 31, 2026 must meet the 9th edition. If your house sits in the Historic District designated in 1984, raise any change of material with the city first.

Can I put a new roof over the old one in Ocala?

Often not, and the code decides before anyone else does. Florida's residential code bars a new covering over the old one when the roof is water-soaked or too worn to be a base, when it already has two or more layers, when it is tile or slate, or when blisters remain unsecured. The 8th edition also lists its roof re-cover sections as reserved, and whether a given building department accepts a shingle overlay was not found in research. On an Ocala house from the 1984 median year, ask the city's Building division before planning on an overlay.

Will a new roof change my Ocala home's wind mitigation form?

Standard underlayment or hot-mopped felt does not count as that barrier; a fully adhered membrane, taped deck seams or a double felt layer can. What changes the price of a roof replacement in Ocala?

Size, pitch and material set the base, and the house adds the rest. More layers to tear off, deck boards that need replacing, the extra ring-shank nails an older deck may need and the secondary water barrier all add labor and material. Ocala's housing runs old, with 72.2% of homes built before 2000, so expect deck work to be part of the scope rather than a surprise.
