Dunnellon's Historic District has its own review, with the city issuing certificates of appropriateness for properties inside it, so a roof replacement there can start with an approval before the permit. Everywhere in town, the bigger factor is age: 81.6 percent of homes predate 2000, and the code asks more of a re-roof on those decks.

What the code adds once a Dunnellon roof is off

A full replacement on a house with a wood deck triggers section R908.7 of the Florida Residential Code. Two things have to happen before the new covering goes on: the deck gets fastened to the re-nailing table (R908.7.1), and a secondary water barrier is installed (R908.7.2). Fla. Stat. 553.844(3) told the Florida Building Commission to require both, with a deadline of October 1, 2007.

  • Deck held by staples or 6d nails, at any spacing: supplemental ring-shank nails go in at no more than 6 inches on center.
  • Deck held by 8d nails already 6 inches apart or closer: nothing more is required.
  • Deck held by 8d nails spaced wider than 6 inches: add nails until no gap is over 6 inches.
  • The supplemental nails are ASTM F1667 RSRS-01 ring shanks, at least 2-1/4 inches long.

Which row applies on a Dunnellon house is settled by looking at the existing fasteners once the old roof is off, and the sheathing inspection checks the result before the dry-in covers it.

Permits

Inside city limits, permits and inspections run through the City of Dunnellon Community Development department, per the search-index text of the city's page; check its current steps before a start date is set. Reroofs need no plan review, but they do get a sheathing or dry-in inspection and a final roofing inspection.

If you hoped to replace only part of the roof, Florida's 25 percent rule sets the limit: no more than a quarter of a roof or roof section may be repaired, replaced or recovered in 12 months unless the whole section is brought up to code. The exception covers roofs built or replaced under the 2007 code or later, which took effect March 1, 2009. A roof original to a 1984 house, Dunnellon's median, does not qualify.

The code itself changes soon. Permit applications submitted on or after December 31, 2026 must comply with the Ninth Edition of the Florida Building Code, so the filing date, not the start date, decides which edition a Dunnellon re-roof is built to.

Is there state help with a roof replacement in Dunnellon?

There is a state program, with conditions. Fla. Stat. 215.5586 created My Safe Florida Home: inspections for site-built, owner-occupied single-family homes with a homestead exemption, and matching grants toward a new roof covering, deck attachment, secondary water resistance and roof-to-wall connections. Grants carry a pre-2008 build-date condition, which the 81.6 percent of Dunnellon homes built before 2000 clear, but the 17.7 percent that are mobile homes are not site-built. The statute says the program creates no entitlement, and whether applications were open on October 5, 2026 could not be confirmed.

What paperwork comes with a Dunnellon re-roof permit?

Expect the permit itself, from the City of Dunnellon Community Development department inside city limits, and often a Notice of Commencement. Under Fla. Stat. 713.135(1)(e), the permitting office requires a copy before the first inspection when the direct contract is above a set amount, and the building code has the permit card warn owners that failing to record one can mean paying twice for the work. Your roof contract must also carry two notices from section 489.147: one on rebates and gifts, and one telling you to check coverage with your insurer before signing if the job relates to a claim.

Can a new roof go over the old one on a Dunnellon house?

Sometimes the code rules it out. Section R908.3 of the Florida Residential Code requires removing every existing layer when the old roof is water-soaked or too worn to serve as a base, when it is wood shake, slate, clay or cement tile, when it already has two or more layers, or when the new covering could not be fastened to code. In the 2023 edition the re-cover sections themselves read Reserved, so ask the City of Dunnellon Community Development department how it treats an overlay before counting on one. A tear-off also lets the deck be re-nailed, which matters on the 1,330 Dunnellon homes built before 2000.
