The weak points storms find on Belleview roofs

Wind here is modest next to the coast. The Ocala reporting station logged a 36-knot gust during Nicole in 2022 and 35 knots during Milton, and the county's threat list leads with high winds and flooding, then tornadoes. Rain is the harder test for a worn roof. Irma's total reached 8.63 inches at a gauge 1.1 miles southeast of Ocala in 2017, and Milton came close to that near Belleview.

When FEMA teams study storm damage, a damaged roof covering is a primary way water gets in, along with lost ridge vents and soffits. After Ian, the most common damage they recorded was at hips and ridges, on new and old roofs alike, and FEMA's example house had ceilings come down even though the roof lost only ridge shingles and its ridge vent.

Belleview's age profile makes those weak points more likely: 72.1 percent of its housing units predate 2000. On older shingles, look for curling or cupping, bald patches with granules collecting in the gutters, cracks and dark streaks. Leaks tend to start where the code requires flashing, at roof-to-wall joints, changes in slope and around pipes and vents.

After a hurricane, start with the city. The City of Belleview Building Division publishes a Storm Recovery Permitting Guide, and the building official decides whether a small fix counts as an ordinary minor repair the code allows without a permit. Anything larger is permitted work.

On older roofs, size matters more than the permit. A roof not built to the 2007 code or later can have only a quarter of a section patched in 12 months; beyond that, the section is replaced. Insurers keep their own clock, too: a roof's age resets only when 100 percent of its surface is replaced, so a patch on a 1985-era roof does not make it younger on paper.

Can I fix my own Belleview roof after a hurricane?

In some cases, yes. Florida lets an owner repair or replace wood shakes or asphalt or fiberglass shingles on a one-, two- or three-family home after damage from an event covered by a Governor's state-of-emergency order (Fla. Stat. 489.103(7)(a)2.). Tile, metal and flat roofs are outside that exemption. Can a handyman patch my roof in Belleview?

Only for small jobs. Florida exempts work of a casual, minor or inconsequential nature below a set total contract price from contractor licensing, but the exemption fails if a bigger job is split into pieces or if the worker advertises as a contractor. Roofing for pay otherwise belongs to a roofing contractor, whose scope includes deck attachment and sheathing repairs. Whether the fix needs a permit is a separate call for the City of Belleview Building Division. On a house from the 1985 median year, a small leak can hide deck damage.
