Inspections on a new Belleview roof
The Eighth Edition of the Florida Building Code has governed new permits since December 31, 2023, and its successor takes over for applications submitted on or after December 31, 2026. A house permitted this year and one permitted next January can be checked against different text. Inside the city limits, the City of Belleview Building Division issues the permit.
The building code lists a new home's inspections in this order:
- Foundation
- Framing, with trusses, bracing and connectors
- Sheathing, alone or as part of dry-in
- Exterior wall coverings and soffits
- Roofing: dry-in, insulation, covering, flashing
- Final
Roof sheathing on a new house is fastened with ring-shank nails, ASTM F1667 RSRS-03 as the standard, with RSRS-01 or RSRS-04 allowed on sheathing 15/32 inch or thinner. On shingle roofs, drip edge goes over the underlayment at eaves and gables, fastened no more than 12 inches apart, tightening to 4 inches where the design wind speed or a tall roof calls for it.
Soffits deserve the same care. FEMA's review of Hurricane Michael found wind-driven rain entering through damaged soffits, and the 2007 code began requiring soffits to resist the same wind loads as walls; fasten the panels at both the wall and the fascia.

Belleview builders, roofers and the one-year law
A general, building or residential contractor putting up a house in Belleview has to sub out the roof unless it holds a roofing certificate or registration. The one exception lets it lay asphalt, fiberglass or wood shingles on a new building of its own construction; tile, metal and membrane roofs go to a roofing contractor.
Since July 1, 2025, Florida law has made the builder of a new home answer for 1 year for defects in equipment, material or workmanship that amount to a material violation of the building code (Fla. Stat. 553.837). Ordinary wear, settling, damage the owner causes and natural disasters are excluded.

Is a builder responsible for roof defects on a new Belleview home?
For 1 year, if the defect amounts to a material violation of the building code. Section 553.837, in force since July 1, 2025, makes the builder answer for defects in equipment, material or workmanship it furnished, counted from the first owner's closing or move-in, whichever comes first.
