Howey's recent building sits on top of an old town. Its median home dates to 1990, yet its post-2010 share outruns the county's. Nearby towns show the same pull: Groveland's median home dates to 2010 and Minneola's to 2007, against 1997 for the county, and Clermont grew more than 250% between 2000 and 2020.

Plans for a new house inside town limits go to Alpha, a Willdan Engineering company, which the town contracts for plan review, permitting and inspections. Soffits deserve attention at the framing stage. FEMA's Hurricane Michael advisory found widespread wind damage to envelope parts led to costly water intrusion from wind-driven rain, and notes the 2007 code began requiring soffits to resist the same wind loads as walls. Its baseline practice: fasten soffit panels at the wall and at the fascia.

Tile on a new home follows the manufacturer's instructions or the FRSA/TRI Florida High Wind Concrete and Clay Roof Tile Installation Manual, Seventh Edition, and goes only over solid sheathing unless the system is tested otherwise. Roofing is a mandatory statewide product-approval category (Fla. Stat. 553.842), and the Florida Building Commission's public search finds products by FL number, so get the roofer's FL numbers before permit submittal rather than at inspection. On who installs, the statute keeps tile, metal and membrane roofs with roofing contractors and lets a builder self-perform only shingles on its own new building (Fla. Stat. 489.113(3)).

What does Florida's builder law cover on a new Howey-in-the-Hills roof?

One year of coverage against code-violating defects. Since July 1, 2025, Fla. Stat. 553.837 requires a builder to warrant a newly built home for 1 year, from the first conveyance of title or first occupancy, whichever comes first, against defects in equipment, material or workmanship that cause a material violation of the Florida Building Code. Left out of it: ordinary wear, settling, damage the owner causes, and acts of God, natural disasters included. It is the builder's duty. Do new Howey-in-the-Hills homes have to have gutters?

Only where the eaves are short. FBC-R R318.5 requires gutters with downspouts on buildings whose eaves project less than 6 inches, except at gable-end rakes or over a lower roof, and it sends downspout water at least 1 foot from the wall. On a new Howey plan, that is a trim and fascia decision made before framing ends, in a place where Leesburg's normals put 19.49 inches of rain in June through August.
