How Montverde's building pace compares with its neighbors

Montverde has built more slowly than the towns around it. Its median home dates to 2000, between Lake County's 1997 and the newer medians of nearby Minneola (2007), Clermont (2006) and Groveland (2010). Clermont's population grew more than 250% from 2000 to 2020; Montverde's estimate rose from 1,655 to 2,249, with a margin of ±507 that keeps the exact gain uncertain.

Inside town limits, a new home's permit comes from the Town of Montverde's permitting office; outside them, from the Lake County Office of Building Services. The roof falls inside a fixed inspection order: foundation, framing, sheathing (often done as the dry-in inspection), exterior wall coverings and soffit, then roofing and final (FBC-B 110.3). Covering the deck before the sheathing inspection passes is the classic schedule mistake.

Roof sheathing on a new house is fastened with ring-shank nails, RSRS-03 (2 1/2 inches by 0.131 inch) in most cases, and the sheathing inspection checks them (FBC-R R803.2.3.1). The dry-in that follows takes one of three forms: the whole deck in self-adhering modified bitumen, every deck joint taped with a membrane strip under a full underlayment, or two layers of felt-type underlayment nailed on a tight schedule (FBC-R R905.1.1.1).

Shingle drip edge is nailed at most 12 inches apart, tightening to 4 inches where the allowable-stress design wind speed is 110 mph or more or the roof is taller than 33 feet (FBC-R R905.2.8.5). The wind speed for a Montverde lot comes from the ASCE 7-22 hazard tool for that address.

Who does the work is set by statute. A general, building or residential contractor may install asphalt or fiberglass shingles on a new building of its own construction, but tile, metal and membrane roofs go to a roofing contractor (Fla. Stat. 489.113(3)). Since July 1, 2025, Fla. Stat. 553.837 requires the builder to warrant a new home for 1 year against defects that cause a material violation of the building code. Short-eave designs also need gutters by code (FBC-R R318.5), a choice to settle before the fascia goes up.

Can a Montverde home builder install the roof itself?

Only a shingle roof, and only on its own job. Florida requires a general, building or residential contractor to subcontract roofing unless it holds a roofing certificate or registration, with one carve-out: it may install asphalt or fiberglass shingles, or wood shingles and shakes, on a new building of its own construction (Fla. Stat. 489.113(3)(b)). Tile, metal and membrane roofs on a new Montverde house go to a roofing contractor. Inside town limits, the permit comes from the Town of Montverde Permitting office.

Which building code covers a new Montverde home?

It depends on the application date. The 8th edition (2023) of the Florida Building Code took effect December 31, 2023, and the 9th edition applies to every permit application submitted on or after December 31, 2026. Plans drawn to the 8th edition for a spring 2027 start may need revision. Montverde's newer homes, the 13.7% built since 2010, have already gone up under several editions.

Can a private provider inspect a new Montverde house?

Florida law allows it. Under Fla. Stat. 553.791(2)(a), the fee owner of a building, or the owner's contractor with explicit written authorization, may choose a private provider for plan review or building code inspections at any time; a private provider is a building code administrator, engineer or architect. Builders on a tight schedule use the option for that reason. Inside town limits, the permit itself still comes from the Town of Montverde Permitting office.
