A growing south Lake town and the code clock
Mascotte's growth fits its corner of the county. The median house in neighboring Groveland dates from 2010, Minneola's from 2007 and Clermont's from 2006, against 1997 for Lake County; Mascotte's is 2004, and 35.1% of its homes were built in 2010 or later.
The Eighth Edition of the Florida Building Code has governed since December 31, 2023. Applications filed on or after December 31, 2026 move to the Ninth Edition, so a Mascotte lot permitted in early 2027 is built under a different edition than the house next door permitted this fall. The City of Mascotte Building Department, with its own portal and inspections, is where the filing date gets fixed.

What gets checked on a new Mascotte roof
The code lists the inspections in order. Framing comes once the roof structure, trusses and connectors are in place; sheathing is inspected with the dry-in or separately; and the roofing inspection covers dry-in, insulation, roof coverings and flashing.
- Sheathing nails: ring-shank RSRS-03 nails, 2 1/2 by 0.131 inches, with RSRS-01 or RSRS-04 allowed on thinner sheathing.
- Dry-in: a fully adhered membrane, taped joints under an approved underlayment, or two layers of approved felt or synthetic.
- Drip edge: at eaves and gables over the underlayment, fastened every 12 inches, tightened to every 4 inches where the design wind or roof height calls for it.
- Gutters: required where eaves project less than 6 inches, with downspouts discharging at least a foot from the wall.
Buyers get a backstop. Since July 1, 2025, Florida requires a builder to warrant a new home for one year against defects that amount to a material violation of the building code, excluding normal wear, settling and natural disasters.

Which building code edition will a new Mascotte home's roof follow?
The one in force on the day the permit application is filed. Applications filed before December 31, 2026 fall under the 2023 Eighth Edition; those filed on or after that date must meet the Ninth Edition. In Mascotte the application goes to the City of Mascotte Building Department, and 35.1% of the town's homes already date from 2010 or later, built under earlier editions.

Can my builder put the roof on a new Mascotte house without a roofer?
For shingles, yes; for most other roofs, no. Florida's contractor law lets a general, building or residential contractor install wood shingles, shakes, or asphalt or fiberglass shingles on a new building it is constructing itself. Tile, metal and membrane roofs must be subcontracted to a roofing contractor, and a general contractor may not advertise as a roofer without that trade's license. The inspections at the City of Mascotte Building Department are the same either way.

What does a builder owe a Mascotte buyer if the new roof breaks code?
One year of responsibility for code-violating defects. Under Fla. Stat. 553.837, in effect since July 1, 2025, a builder must warrant a new home for a year from title transfer or first occupancy, whichever comes first, against defects in equipment, material or workmanship that materially violate the Florida Building Code. The law carves out normal wear and settling, damage the owner caused, and natural disasters. In a town that grew from 6,609 people in 2020 to an estimated 7,949, plenty of buyers fall under it.
