Commercial roofs ยท Westchase
Commercial roofing in Westchase, FL
Westchase is a large planned community, and 29 percent of its homes sit in buildings with five or more units. That makes low-slope and multi-unit roofs a common job here. Unincorporated Westchase gets roof permits from the Hillsborough County building office, not from a city.

Permits and code
Which codes and permits apply to a Westchase commercial roof
The HVHZ does not extend to Westchase, since that zone is limited to Broward and Miami-Dade counties. That zone covers only Broward and Miami-Dade counties, so the stricter HVHZ roofing rules do not govern a building here. The Florida Building Code still applies, and the current edition is the 2023 Eighth Edition.
The 2026 Ninth Edition takes effect December 31, 2026. Any permit request or set of plans filed from that date forward has to comply with it. A property manager planning a job that will be filed late in the year should ask the building office which edition will govern.
Because the community is organized into 28 villages and two former Community Development Districts, a single building may answer to an association board as well as the county. Confirm approval requirements with the association before the county permit is filed.
Drainage and design
Low-slope systems and drainage on flat commercial roofs
The Florida code sets a minimum design slope of one-fourth unit in 12, about 2 percent, for built-up, modified bitumen, single-ply and liquid-applied low-slope roofs. A roof that is flatter than that can hold water after rain, so ask any bidder how the new design will move water off the roof.
Measured at Tampa International Airport, annual rainfall comes to 49.48 inches, and roughly 61 percent of that lands between June and September. Westchase sits within the same regional rainfall pattern. A summer roof sees most of its annual water in four months, so drains and scuppers must handle heavy storms.
Overflow drains or scuppers are required where a parapet could trap water. Ask whether the bid includes them, because a roof that ponds water after a permitted replacement can leave the owner with a claim against the contractor.
Comparing bids
What to look for when a property manager weighs competing commercial roofing proposals
- Confirm the contractor holds the roofing certification or registration the statute requires for roofing work.
- Ask whether the bid includes the Notice of Commencement, which must be recorded and posted before the first inspection.
- Ask who pulls the permit and whether the bid lists the single-ply, modified bitumen or built-up system by ASTM standard.
- Ask how the contractor will handle ponding water and whether a structural review is needed.
Questions
Commercial roofing in Westchase: questions
What is the 25% roof rule in Florida?
Under the 25 percent rule, the share of an existing roof that can be patched, replaced or overlaid in a single 12-month period is capped. The limit is 25 percent of the total roof area unless the entire roof is replaced or recovered. An exception applies if the existing roof was built or repaired to the 2007 Florida Building Code or later, in which case only the repaired part must meet current code. Confirm the exception with the Hillsborough County building office before you plan partial work on a building in Westchase.

Who issues roof permits in Westchase?
Westchase is unincorporated, so roof permits come from Hillsborough County. Westchase has about 25,952 residents and 10,473 housing units, many in buildings with five or more units. Use the county's Building Permits and Records site to check status. The county building office can confirm which code edition applies to a filing made late in 2026.

Do commercial roofs in Westchase need a special hurricane product approval?
Westchase does not fall within the High-Velocity Hurricane Zone, which applies only to Broward and Miami-Dade counties, so no special HVHZ approval is required there. Statewide product approval still applies to roofing products sold as hurricane or wind-borne debris protection. Westchase was approved by Hillsborough County commissioners in 1991 as a planned community, so local rules for the area are set by the county. Check any product's Florida Building Commission approval number before you accept it in a bid, and confirm the requirement with the Hillsborough County building office.
