Age and insurers

The age of Westchase roofs, and the reasons it matters

The median Westchase home was built in 2000, and 48.6 percent predate that year. A home's build year does not tell you the roof's age, since many have been replaced. Still, a house from the 1990s may have its original covering, and that is worth checking against your insurer's line.

Under Florida's 15-year roof rule, an insurer must let you have an authorized inspector check a roof that is 15 years or older, at your expense. When an inspection finds 5 or more years of useful life remaining, the insurer may not decline or non-renew your policy solely because of roof age. Who counts as an authorized inspector includes a licensed roofing contractor, a home inspector or an engineer, as long as your insurer approves them.

Citizens sets its own age lines: documentation of five years of remaining life for shingle roofs older than 25 years and for hard roofs older than 50 years. For properties over 20 years old, Citizens also requires a 4-point inspection. Ask your insurer or agent which rules apply to your policy.

What a roof inspection checks

On the 4-point form, the roof section lists the covering material, the roof age, the remaining useful life, the date of the most recent roofing permit and whether the replacement was full or partial. Photos of every slope and a rating of overall condition are requested as well. An inspector fills in those fields and attaches the photos.

  • Cracking, cupping or curling of shingles
  • Asphalt or felt showing through, along with heavy granule loss
  • Missing, loose or cracked tabs or tiles
  • Soft spots in the decking
  • Signs of leaking in your attic or on ceilings inside the home

A wind mitigation inspection is separate. It records items you cannot see from the ground, such as roof deck attachment and roof-to-wall connections, using form OIR-B1-1802, valid for up to five years if nothing material changes.

Timing

When to order one in Westchase

Schedule one ahead of a purchase or sale, after your insurer mails a letter about roof age, or following a storm. Hurricane Eta in 2020 brought up to 10.64 inches of rain near Sun City Center, and Hermine in 2016 brought heavy rain across Hillsborough County. A new or reopened claim is barred unless your insurer gets notice within 1 year of the loss.

If an inspection leads to repairs, the county building office issues roof permits for Westchase, since it is unincorporated Hillsborough County. Replacing more than 25 percent of a roof section in 12 months triggers the rule to redo the whole section, unless the roof was built or replaced under the 2007 Florida Building Code or later.

What happens if my roof is 15 years old and my insurer raises it?

The insurer must allow you to have an authorized inspector check the roof at your expense before requiring replacement. If the report shows 5 or more years of useful life left, the insurer may not refuse or non-renew you solely for age. This applies to policies issued or renewed on or after July 1, 2022. Send the report to your insurer or agent.

Who can sign a roof inspection form for an insurer?

For the Citizens Roof Inspection Form, the signer must be a general, residential, building or roofing contractor, a building code inspector or a Florida-licensed home inspector, with photos of each slope. Under the 15-year rule, the insurer must also approve the inspector. Confirm the inspector's license and your insurer's approval before you pay for the visit.

Who issues roof permits in Westchase?
