New construction roofing in Westchase, FL

In Westchase, 18.6 percent of homes were built in 2010 or later, so a share of this community is still in its first roof cycle. If you are building or buying new here, the roof has to meet the code edition in force on the day the permit is submitted. Roof permits for this unincorporated area are issued by the Hillsborough County building office.

Codes and timing

Your Westchase roof must meet whichever code edition the local permit office currently enforces

Right now, the 2023 Florida Building Code, Eighth Edition, governs construction across the state. Starting December 31, 2026, the Ninth Edition goes into effect. A permit application submitted on or after that date must follow the Ninth Edition, so the submittal date sets which rules your roof is judged against.

Westchase is an unincorporated area, so the Hillsborough County building office handles the permit and inspections. Confirm the current edition with that office before you finalize plans, since a build that slips past the cutoff date changes which rules apply.

What inspectors check

Deck, underlayment and drip edge inspections

Inspectors look at the roof deck before any covering goes on. The sheathing must be fastened with ring shank nails of the specified type. Sheathing fasteners and the dry-in step are checked as their own inspection, either together or separately when the contractor asks.

  • Dry-in by a full self-adhered underlayment, by taped deck joints under an approved underlayment, or by two layers of felt.
  • Drip edge at eaves and gables, fastened closer together where design wind speed is 110 mph or more.

Approvals and sequence

Getting product approval and lining up the roof work with the rest of the build

Roofing is a statewide-approval category. Product approval numbers go on the permit paperwork, and the Florida Building Commission public search lets you check an approval by its FL number. Do not rely on a product label alone.

The roof is inspected after framing, sheathing and dry-in are complete, and before the final inspection. Plan the roof crew for the window between framing and the roof inspection. Gutters are required on eaves under 6 inches, and downspouts must discharge at least 1 foot from the wall.

Questions

New construction roofing in Westchase: questions

Who issues the roof permit for a new home in Westchase?

The Hillsborough County building office issues permits here, because Westchase is an unincorporated area. Permits and records are handled through the county's Building Permits and Records system. Submit your application to that office and ask which code edition applies to your submittal date. Ask for the inspection schedule in writing so the roof crew can plan around the sheathing and dry-in inspections.

Which building code will my new Westchase roof have to meet?

It depends on when you submit the permit. The 2023 Florida Building Code, Eighth Edition, currently applies to all new work. Any permit filed on December 31, 2026 or later will be reviewed under the Ninth Edition. Confirm the cutoff with the Hillsborough County office before finalizing plans.

How can I check a roof product approval for a new Westchase build?

Use the Florida Building Commission product approval search to confirm a roof product is approved before you build. You can search by FL number, manufacturer or code version. Put the approval number on the permit application, as the statewide approval requirement asks. Keep the printed approval with your plans so the inspector can see it. Westchase has a lot of homes from around the year 2000, so many roofs there are being replaced, and the approval check matters for those jobs too. Checking the FL number against the current code version helps you avoid surprises at inspection.

Do new roofs in Westchase need gutters?

Where eaves stick out less than 6 inches, install gutters with downspouts, unless the spot is a gable end rake or a roof sitting above another roof. Route downspout outlets so the water lands no closer than 1 foot from the sidewall. Many homes in Westchase were built around 2000, so older roofs there often have gutter layouts worth reviewing when replacing shingles. Ask your builder to show the gutter and downspout plan on the permit drawings.
