Re-roof code items on Plant City's older houses
Florida wrote a statewide code after Hurricane Andrew, and its first edition replaced local codes on March 1, 2002. With a median build year of 1989 and a third of homes from before 1980, most Plant City roofs were framed and decked before that date. When the covering on one of them comes off, section R908.7 of the residential code applies to any sawn-lumber, plank or wood-panel deck.
The deck is held to a nailing table (R908.7.1.2). A deck fastened with staples or 6d nails gets supplemental ring-shank nails at 6 inches or tighter, whatever the old spacing. An 8d-nailed deck at 6 inches or closer passes as it is, and wider 8d spacing is filled in. Rotten sheathing found along the way is replaced, work Florida law puts inside a roofing contractor's scope.
Next comes the secondary water barrier (R908.7.2). For shingles and metal the code allows a self-adhered membrane over the whole deck, sealed deck joints under an underlayment, or a double layer of felt-type underlayment. The state wind mitigation form credits all three, but standard underlayment or hot-mopped felt alone does not qualify.
Permit
The City's permit and the March 2009 line
Inside city limits, the permit comes from the City of Plant City's Building division in Development Services. A reroof skips plan review (FBC-B 107), and the inspector comes twice: for the sheathing at dry-in, then for the finished roof's dry-in, insulation, coverings and flashing (110.3).
The date of the current roof matters as much as the date of the house. If it was built, repaired or replaced to the 2007 Florida Building Code or later, which took effect March 1, 2009, only the repaired portion must meet today's code even when 25 percent or more is redone (Fla. Stat. 553.844(5)). Anything older falls under the full 25 percent rule of R908.1.1.

Does Plant City require a permit to replace a roof?
Yes. The Florida Building Code requires a permit to alter or repair a building, and inside city limits Plant City's Building division issues it. Reroofs are exempt from plan review, so the paperwork is lighter than for an addition, but the job still gets its sheathing and roofing inspections. When the contract is above a set amount, a recorded Notice of Commencement must be posted on the job before the first inspection, and the permit card warns that skipping it can mean paying twice.

How can I tell if my Plant City roof was built to the 2007 code?
Check the date of its permit. The 2007 Florida Building Code took effect March 1, 2009, so a roof permitted after that date was built to the 2007 code or a later edition; anything permitted earlier was not. On a house from 1989, Plant City's median year, an original roof would predate it by two decades. The City's Building division keeps permit records, and the 4-point inspection form asks for the date of the last roofing permit too.

Will a new roof change my Plant City wind mitigation report?
Most likely. Form OIR-B1-1802 stays valid for up to five years only while no material changes are made to the house, and a re-roof changes two of the items it grades: how the deck is fastened and whether there is a secondary water barrier. On a pre-2000 house like 69.7 percent of Plant City's, re-nailing changes the deck-attachment answer the form records. Once the City's Building division has passed the roof, ask your agent whether a new form is worth ordering.
