Drainage and wind on Plant City's low-slope roofs
Low-slope roofs here drain the wettest yearly rainfall in the county's data, about 56.1 inches, 61 percent of it from June through September. The plumbing code sizes storm drainage on the 100-year hourly rate (FBC-Plumbing 1106.1), which NOAA Atlas 14 puts at 3.94 inches an hour at the city's center.
The building code asks for positive drainage, meaning the roof sheds water within 48 hours of rain, and for overflow drains or scuppers wherever a raised edge could trap water if the primary drains clog (1503.4.1). New low-slope systems need at least a quarter-unit-in-12 slope (1507).
Decks and coverings are designed to Chapter 16 wind loads (1504.1), and the metal edge on a built-up, modified bitumen or single-ply roof, gutters and counterflashing aside, must pass ANSI/SPRI ES-1 or RAS 111 testing (1504.5).

Tear-off, recover and coatings in Plant City
Before anyone quotes a recover, count the roofs already on the building: two or more means a full tear-off. A water-soaked or badly deteriorated roof cannot serve as a base either, and neither can wood shake, slate or tile (FBC-B 1511.3).
A coating is not a way around that. Florida treats coating as roofing work when it is sold to protect, repair, waterproof, stop leaks or extend a roof's life, and the code lists the approved coating standards, from acrylic (ASTM D6083) to silicone (D6694) (FBC-B 1509).
The City's Building division issues the permit, which lapses if work does not start within 6 months (105.4.1). When the contract is above a set amount, a recorded Notice of Commencement has to be posted before the first inspection.

Can a coating fix a leaking commercial roof in Plant City?
Sometimes, if the roof underneath qualifies. Work through it in order: confirm there is only one roof on the building, find wet areas with a moisture survey verified by core cuts, check that the roof drains within 48 hours, and make sure the coating is rated for any ponding that remains. With about 56.1 inches of rain a year here, that wet-area check is not a formality. A coating sold to stop leaks or extend life is roofing work under Florida law, so it belongs with a roofing contractor and the City's permit.

Does Plant City permit commercial re-roofs itself?
Yes. Inside city limits, the City of Plant City's Building division in Development Services issues commercial roof permits; the unincorporated land around the city goes to Hillsborough County instead. The work follows the regular Florida Building Code chapters, because the High-Velocity Hurricane Zone covers only Broward and Miami-Dade counties. Plan on a permit that must be used within 6 months and a Notice of Commencement above a set contract amount.

Do rooftop A/C units have to be upgraded during a Plant City re-roof?
Only if they are being replaced or moved and do not comply. The Florida Building Code bars a local government from requiring existing roof-mounted mechanical equipment to meet the current code except during reroofing, when the equipment is replaced or moved and is out of compliance (FBC-B 102.8). Units already secured to code on rated stands, curbs or similar supports count as meeting the 2007 code's wind requirements under Fla. Stat. 553.844(4). Ask the City's Building division how it applies that to your units.
