Code and inspections for a new Plant City roof
Inside city limits, the City of Plant City's Building division runs the inspections, in the order the code lists them (FBC-B 110.3): framing with trusses and connectors in place, sheathing at or before the dry-in, roofing to check the dry-in, insulation, coverings and flashing, and final. The owner, or the owner's contractor with written authorization, may hire a private provider for plan review or inspections instead (Fla. Stat. 553.791).
Roof sheathing is fastened with RSRS-03 ring-shank nails, 2-1/2 inches long, and the edge and field spacing shrinks from 6 inches as design wind speed and exposure climb, inside 4 feet of the edges, ridges and hips (R803.2.3.1).
For shingles and metal, the dry-in must be a full self-adhered membrane, taped or stripped deck joints under an underlayment, or two layers of felt-type underlayment fastened 12 inches apart in the field and 6 at the laps (R905.1.1.1). Drip edge goes over the underlayment at eaves and gables (R905.2.8.5).
Builders
Builders, roofers and the one-year statute
Fla. Stat. 553.837, in effect since July 1, 2025, makes the builder warrant a new home for 1 year against defects in equipment, material or workmanship that amount to a material violation of the Florida Building Code.
Every roof product needs Florida product approval, and the law forbids marketing a product as hurricane or windstorm protection unless it is approved for that use (Fla. Stat. 553.842).

Who inspects the roof on a new house in Plant City?
The City of Plant City's Building division, for homes inside city limits, unless the owner chooses a private provider. Fla. Stat. 553.791 lets the fee owner, or the owner's contractor with explicit written authorization, use a private provider for plan review or inspections at any time. Either way the roof sees the same code inspections: sheathing at dry-in, a roofing inspection of the dry-in, insulation, coverings and flashing, then final.

Does a new Plant City home need gutters?
Only if the eaves are short. The residential code requires gutters with downspouts on buildings whose eaves project less than 6 inches, except at gable end rakes or on a roof above another roof, and the downspouts must discharge at least 1 foot from the wall (R318.5). With about 56.1 inches of rain a year at the city's NOAA station, the wettest in the Tampa Bay data, they are worth weighing even where the code does not require them.

When does the Ninth Edition code apply to new Plant City homes?
From December 31, 2026. All permit applications and plans submitted on or after that date must comply with the Ninth Edition of the Florida Building Code; applications submitted before it stay under the 2023 Eighth Edition, which took effect December 31, 2023. With the city's population estimate at 40,887 and rising past its 2020 count, builders filing late in 2026 should confirm with the City's Building division which edition their roof plans fall under.
